Eurasia Foundation is seeking a qualified candidate to serve full-time as a Corporate Governance Expert supporting the USAID State-Owned Enterprises Reform Activity in Ukraine (SOERA). SOERA is co-funded by the United States Agency for International Development (USAID) and UK International Development (UK Dev) and is implemented by Deloitte Consulting. Eurasia Foundation (EF) is a subcontractor to Deloitte Consulting.
Background
The purpose of SOERA is to support a transparent, accountable, and effective state-owned enterprise (SOE) and state property sector that can meet the needs of the Ukrainian people and its economy. In addition, SOERA has pivoted to address wartime and postwar needs at national and subnational levels. SOERA components include:
- Component 1: State Property Transfer
- Component 2: State Property Management
- Component 3: Individual SOE Support
- Component 4: Restoration and Reconstruction
- Component 5: Accountable Public Financial Management
Three cross-cutting assistance (CCAs) areas support the work of each component:
- CCA 1: Corporate Governance
- CCA 2: Strategic Communications
- CCA 3: Strengthening the Civil Society Role
Position Summary
The Corporate Governance Expert (CGE) will support the Corporate Governance (CG) Lead, the Deputy CG Lead, Component and Cross-cutting Area Leads, Deputy Chiefs of Party, and the Chief of Party with all corporate governance-related activities across SOERA.
Essential Functions
- Assist the CG Lead and Deputy CG Lead to manage CG-related interventions and tasks supporting the Government of Ukraine (GOU) and other stakeholders in improving state sector CG.
- Prepare, review, and edit CG-related draft legislation, policies, reports, memos, concept papers and other deliverables in accordance with the SOERA work plan.
- Provide expert subject matter opinions, advice, and recommendations to SOERA and USAID leadership on CG issues and jointly with CG Lead and Deputy CG Lead serve as a reference point on CG-related issues.
- Based on CG Lead and/or Deputy CG Lead instructions, monitor, review, and report on the work of independent consultants, subcontractors, and consultants.
- Provide ad-hoc support to the CG Lead, Deputy CG Lead and other SOERA staff on CG-related issues.
- Draft weekly bullet points on project issues and tasks for internal and external audiences.
- Participate in SOERA public events, work planning, and strategy sessions.
Education
- Masters’ degree from an accredited university in law, social science, or another related field.
Qualifications/Experience
- Minimum of three years of professional experience in corporate governance, anticorruption, state property management, or a related field.
- Proven expertise in one or more of the following areas: corporate governance; corporate law and corporate law-related regulatory matters and compliance; internal control and anticorruption; policy, legal, and regulatory reform; state property management.
- Demonstrated ability to work well in a team, and to adapt to changing contexts and realities.
- Demonstrated ability to establish and maintain productive relationships with government officials, civil society, and international donors, including on politically sensitive and highly visible issues.
- Proven expertise in legislative and policy making activity, including negotiations with GOU and regulators.
- Ability to summarize complex issues and texts into verbal and written language that is accessible and compelling to external audiences.
- Work experience for USAID or other international donor-funded projects a significant advantage.
- Exceptional writing, editing, and verbal communications skills. Ability to write effectively for a variety of formats and audiences.
- Advanced written and verbal English language skills, including translation of professional documents.
- High level of professional ethics and personal integrity.
- Strong time management skills and understanding of project management.
- Proficiency with MS Office applications (Word, PowerPoint, and Excel).
