Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking qualified professional for the program “Shaping development-oriented migration“(MEG) in its office in Kyiv to fill the position of the:
Advisor on Migration and Diaspora Policy (full-time, Kyiv/Lviv)
(internal SAP code: Crisis, Conflict, Disaster (incl. Emergency Aid, Peace, Security, Flight and Migration) Advisor)
The Programme “Shaping development-oriented migration” (MEG) harnesses the positive impact of regular migration and diaspora engagement to drive forward social and economic development in partner countries.
The Programme is being implemented in Ukraine since 2008. The MEG in Ukraine aims to strengthen the diaspora as a key player in development policy and mobilize its commitment to achieving development goals. The MEG supports the process of sending so called diaspora experts to Ukraine for a limited period, where they can contribute their technical and professional expertise to various institutions, such as ministries and civil society organizations. It further assists Ukrainian diaspora organisations in Germany to work with partner organisations in Ukraine to implement projects at the local level. MEG encourages diaspora engagement in development by holding networking events that bring together members of Ukrainian diasporas and relevant partner institutions. The Programme is committed to advice line ministries on issues related to diaspora engagement, including gender-responsive policies.
Scope of the role
Work in the MEG diaspora component in the field for advice on diaspora engagement policies at the operational level to implement diaspora policy advice in Ukraine within the component Diaspora Cooperation in the Programme “Shaping development-oriented migration” (MEG). Work closely with the relevant MEG colleagues, internal and external partners in implementing diaspora strategies, increasing coherence with other policy areas, establishing cooperation and synergies with international partners on the topic of diaspora policy advice, contributing towards achievement the programme objectives.
The Advisor is responsible for:
- Designing migration governance/policy advice services based on partner needs and support their implementation.
- Providing capacity development and consultative support to governmental and civil society actors.
- Establishing and strengthening of strategic partnerships for MEG in the field of diaspora policy and migration governance.
- Supporting the team in further development of the programme activities field of migration and diaspora policy advice.
- Supporting the MEG team in identifying measures regarding gender-responsive recovery of Ukraine
Tasks:
Supporting the policy and capacity development of partner institutions
- Supports the partner institutions in development and implementation of policy measures on diaspora and migration topics.
- Supports the drafting of strategies and regulations in the field of diaspora and migration.
- Organising and successfully implementation of the national and international events on diaspora policy and migration issues together with partners, diaspora members and civil society.
- Implements the HCD activities for the partner institutions on diaspora policy.
- Supports the communication with the partner institutions, civil society on a regular basis.
- Supports the implementation of all MEG project activities and other assigned tasks.
Cross-cutting tasks:
- Prepares terms of reference for contracts in the country.
- Supports the strategic and operational planning, monitoring and reporting of MEG in Ukraine.
- Communicates regularly with partner countries of MEG.
- Cooperates with the colleagues from the MEG partner countries regarding implementing joined international events on diaspora and migration policy.
- Supports the country team of MEG in PR and communication.
- Ensures communication within GIZ (bilateral projects of GIZ and GIZ country office) and other relevant actors.
Required qualifications & experience:
- Master’s or post graduate degree in Migration Studies, Economic, Law, Political Sciences, International Relations and Diplomacy, Development Studies or any other related field.
- Minimum 3 years proven professional experience in policy advisory services, budget planning, implementation, monitoring, evaluation, reporting, preparing tenders and drafting terms of references.
- Deep understanding of the ongoing migration governance processes, the national institutional policy, the international cooperation arrangements with regard to migration and diaspora policy issues.
- Successfully completed a High School or University education in Germany or other EU-Country is a strong advantage.
- Proven experience in managing international projects, events and outreach activities of an organization in a similar international context.
- Experience in liaising with stakeholders such as governmental officials, private actors, civil society.
- Experience in facilitating the events.
- Knowledge and experience of organizing of capacity building measures for governmental institutions and civil society actors is an asset.
- Proficient in spoken and written English; Native written and spoken Ukrainian is required; Working knowledge of German is an asset.
- Very good working knowledge of ICT technologies (related software, phone, email, the internet) and computer applications (e.g. MS Office, MS Teams).

- Readiness to frequent business trips (depends on security situation) in Ukraine and abroad.
- Willingness to upskill as required by the tasks to be performed.

Employment conditions
Full-time position with 40-hours working week. The place of assignment can be discussed further (Lviv or Kyiv). The contract duration is until 31.05.2025. The programme is expected to be extended until 2026, so there is a possibility for the extension of the position as well. Starting as soon as possible.
