DAI is seeking highly qualified candidates for Cultural Policy Expert role to conduct a remote Short Term Technical Assistance (STTA) assignment with USAID Governance and Local Accountability (HOVERLA) Activity.

Project Background
DAI Global is implementing the USAID-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv, Ukraine. This Activity is designed for the period 2021 – 2027 to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities.
It is implemented through three main Objectives:
Objective1: Ukraine’s system of local self-governance is increasingly institutionalized and effective.
Objective 2: More self-reliant subnational governance.
Objective 3: Citizens play an increasingly influential role in local governance processes.
HOVERLA is working to provide balanced technical assistance that supports local governments to meet citizens’ immediate needs while also laying the groundwork for sustainable service delivery improvements in areas prioritized by citizens, including through the Visible Service Improvement (VSI) Initiative.
Purpose
The main purpose of this assignment is to develop the proposals for improvement of a legal framework in the field of providing cultural services in communities through the Community Engagement Centers. I developing these documents Cultural Policy Expert will work closely with the the Ministry of Culture and Strategic Communications and VRU Committee of Humanitarian and Information Policy.
Key Objectives of this assignment
- Analyzing the existing regulatory framework in the field of providing cultural services
- Developing/finalizing package of regulatory and legal framework in close cooperation with key stakeholders
Specific Tasks of this assignment include
Cultural Policy Expert will be responsible for completing the following tasks during the period of this assignment:
- To conduct an analysis of the existing regulatory and legal framework in the field of organization of the provision of cultural services by the basic network of cultural institutions. in particular: Law of Ukraine “About the Culture”, Resolutions of the Cabinet of Ministers of Ukraine “On Providing the Population with Club and Library Institutions”, State social norms in the field of culture. Consider the results of the discussions of the legal framework in the field of culture during the Forum “Cultural Decentralization.”
- With HOVERLA staff, particularly with municipal services specialists, develop and conduct a sample survey with the inventory of cultural services provided by cultural institutions in partner communities (libraries, clubs, museums, art schools) and the quality assessment of the basic network of cultural institutions (material and technical base, qualification of full-time employees, number and content of services, financing of cultural services from local budgets) covering at least 25 CTCs from 3 regions which will be selected from HOVERLA’s geographic coverage.
- Develop a Draft of “Industry Standard of Cultural Services”, which will include sections: 1) Basic set of cultural services (list, content and scope of cultural services that constitute the basic set; 2) Requirements for resource provision of the basic set of cultural services; 3) Indicators and criteria for assessing the quality of providing the population with a basic set of cultural services.
- To discuss and finalize the Draft of “Industry Standard of Cultural Services” project with HOVERLA partner CTCs (up to 30) in the format of a round table (online) with the involvement of representatives of the Ministry of Culture and Strategic Communications and the VRU Committee of Humanitarian and Information Policy.
- Prepare a general conclusion and recommendations regarding the introduction of a new legal framework (timing, phasing, responsibility of executive authorities). Specify the list of legal acts that will require review and revision in connection with the new Industry Standard for cultural services.
- The Cultural Policy Expert should provide HOVERLA a final report till April 30, 2025.

Qualifications
- Master’s degree in law and at least 5 years of professional activity in the study of legislative policy in the field of culture, international legislation in the field of culture
- Proven experience in legislation analysis and developing amendments to the national legislation and/or regulations documents on the development of culture in Ukraine.
- Competent in all aspects of the Concept of reforming the system of providing the population with cultural services, which approved be the Order of the Cabinet of Ministers of Ukraine #27 on January 23, 2019.
- Experience in developing a methodology for evaluating communities in the field of providing municipal services and the effectiveness of using the CTC’s budgets to organize their provision, including in the field of culture.
- Proven experience in developing cultural policies for communities or regions.
- Strong experience in creating communal cultural institutions, reforming the network of cultural institutions in CTCs.
- Excellent communication and negotiation skills, ability to influence and persuade others, generate enthusiasm and excitement, and talent to articulate and convey complex concepts and ideas in simple, practical, and action-oriented terms.
- Proficiency in using Microsoft Office and various online training tools with proven experience on developing and conducting trainings.
- Fluency in written and communication in Ukrainian.
- Responsibility and ability to meet deadlines.
