Project Background
DAI Global is implementing the USAID-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv, Ukraine. This project is designed to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities. The Activity has three objectives:
- Objective 1: Ukraine’s system of local self-governance is increasingly institutionalized and effective
- Objective 2: More self-reliant subnational governance
- Objective 3: Citizens play an increasingly influential role in local governance processes
Roles Purpose:
Data Analyst will support HOVERLA Monitoring, Evaluation and Learning (MEL) team in maintaining MEL data system and in-depth data analysis. S/he will work directly with the HOVERLA MEL Director and MEL team to support and improve database establishment and management processes to ensure accurate capturing of impact within the Activity. S/he will be responsible for managing and integrating datasets, ensuring consistency and availability of the data as well as developing data collection and data analysis tools. The Data Analyst will also be responsible for maximizing usability of the system through regular consultation and capacity building of HOVERLA MEL team and data management tools and workflows.
Objectives and Duties
- Work together with the MEL team to assure compliance of the Monitoring, Evaluation and Learning Plan strategy, policy and practices implemented by the MEL unit by creating the database module for impact evaluation
- Work together with the MEL team and the technical team in Kyiv and regional offices to create the Reporting module of the database HOVERLA to track impact of HOVERLA implementation process.
- Coordinate with data visualization specialist and other team members to ensure proper level of analytical reporting.
Qualifications
- Master’s degree in Computer Science, Information Technology, or another relevant field or a Bachelor’s degree and an additional 2 years of related professional experience;
- 2+ years of experience developing relational databases;
- Strong expertise in data collection tools and systems
- Experience in system design to match the customer requirements, administration, management, and spatial database design
- Working knowledge of Google’s office suite and google apps scripts for automation;
- Working knowledge of ‘relational database management systems’ (RDBMS), ‘object oriented database management systems’ (OODBMS) and XML database management systems; Understanding of structured query language (SQL);
- Advanced knowledge of Microsoft Office suite (including Excel and Access) and its Visual Basic for Applications (VBA) programming language;
- Creative thinking;
- Preferred fluency to translate between VBA and google apps scripting language, preferably through another programming language;
- Preferred familiarity with GIS and/or data visualization methods (PowerBI and Tableau).
