Вакансія: Deliverables-based Consultant – Backend Developer for USAID Cybersecurity for Critical Infrastructure in Ukraine Activity, DAI Global, LLC

1. PROJECT BACKGROUND 

   The purpose of the US Agency for International Development (USAID) Cybersecurity for Critical Infrastructure in Ukraine Activity is to strengthen the resilience of Ukraine’s critical infrastructure from cyberattacks by establishing trusted collaboration between key cybersecurity stakeholders in the government, private sector, academia, and civil society. The activity aims to achieve this goal by implementing the following activity components: 

   Component 1: Strengthen the cybersecurity enabling environment 

   The legal, regulatory and institutional framework for national cybersecurity in Ukraine needs to be strengthened and aligned with international standards and best practices. This component will strengthen the cybersecurity resilience of Ukraine’s critical infrastructure sectors by addressing legislative gaps, promoting good governance, enabling collaboration between stakeholders, and supporting cybersecurity institutions. This component will also build the technical capacity of key sectors through increased access to cybersecurity technology and equipment.  

   Component 2: Develop Ukraine’s cybersecurity workforce 

   Ukraine suffers from a severe shortage of cybersecurity professionals. This component of the USAID Cybersecurity for Critical Infrastructure in Ukraine Activity will address workforce gaps through activities that develop new cybersecurity talent and build the capacity of existing talent. These activities will address the entire workforce pipeline, the quality of education received by cybersecurity specialists, and industry training programs to rapidly upskill Ukraine’s workforce to respond to immediate cybersecurity vulnerabilities. 

   Component 3: Build a resilient cybersecurity industry 

   A growing cybersecurity industry in Ukraine will contribute directly to national security and prosperity. This component will seek to build trust and collaboration between the public and private sector to develop innovative solutions for future cybersecurity challenges; spur investment and growth in the broader cybersecurity market in Ukraine through greater access to financing; support smaller cybersecurity companies to rapidly increase the number of local cybersecurity service providers; and offer mechanisms for Ukrainian firms to connect with industry partners to enable better access to innovations and business opportunities. 

   1. 1. ROLE’S PURPOSE 

      The Activity is seeking a Backend Developer to provide technical support to the Public Authority  (PA) to upgrade and advance the e-catalog’s functionality, actively collaborating with the PA team and other stakeholders, developing relevant technical documentation (technical requirements and specifications), optimizing code, and developing new modules for the e-catalog. 

      1. TASKS (PERFORMANCE REQUIREMENTS) 

      The Backend Developer will work in close collaboration with the PA and perform tasks as assigned by PA. The Backend Developer will perform the following tasks within his scope: 

      • In collaboration with the Project Manager and Technical Director will determine approaches to e-catalogue upgrade planning and implementation.  
      • Monitor and evaluate the implementation of project technical specifications for the e-catalogue by the IT developers  
      • Develop and support new product modules for the e-catalogue. Ensure the operability of new and existing project modules. 
      • Develop and control the accompanying technical documentation for the e-catalogue. 
      • Develop technical specifications and terms of reference for software product development for the e-catalogue.  
      • Conduct meetings with stakeholders to clarify software product requirements and find optimal solutions. 
      • Improve and optimize existing program code and technical solutions of the e-catalogue.  
      • Ensure that the software product meets the customer’s requirements and expectations, as well as project objectives. 
      • Provide advice on technical issues and assistance in selecting the best solutions and contractors. 

      The Backend Developer will report the deliverables to the Enabling Environment Lead. 

   2. LEVEL OF EFFORT AND REPORTING 

   3. It is a deliverables-based ICA. The Consultant will work under the technical direction of Under the supervision of the Enabling Environment Lead. 

      QUALIFICATIONS: 

      • Master or bachelor educational degree in a relevant field. 
      • Over 3 years of experience in software development. 
      • Proven experience in developing and implementing new software products for workflow automation and data exchange. 
      • In-depth knowledge of modern software design and development processes, principles, and business requirements. 
      • Ability to structure elements of information systems, identify technologies and possible software solutions, manage data, and formulate requirements for software products. 
      • Proficiency in working with the following technology stack: PHP 8+; Laravel, Yii2; MySQL 8, PostgreSQL 16; Rest API; Basic Vue3; Docker, npm / composer, git. 
      • Highly self-motivation, planning and decision-making abilities. 
      • Strong command of English will be an advantage 
      • Ukrainian native
