Nature of consultancy:
The ultimate objective of the EU-funded IOM-implemented project “Support for Migration and Asylum Management in Ukraine” (IMMIS), within which the Consultant will operate, is to contribute to enhancing migration management in Ukraine through the development of institutional and technical capacities of the migration management bodies, particularly the State Migration Service of Ukraine (SMS) and the State Border Guard Service of Ukraine (SBGS).
Under the overall supervision of the IOM Chief of Mission, direct supervision of the Project Manager and the overall coordination and oversight of the CBMM Programme Coordinator, the Consultant will implement the IMMIS project tasks related to the coordination of work of a Reform Support Team for SMS and will act as the main focal point for IOM and the EU on the project related issues from the side of SMS.
Background of the Consultancy:
To strengthen the public administration sector and to provide immediate support to implementation of key reforms in Ukraine, it was agreed with international donors to establish Reform Support Teams (RST) to be embedded in respective state authorities of Ukraine.
A Reform Support Team (RST) is a group of Ukrainian professionals (non-public servants) funded on a temporary basis by the donors that provides targeted technical support and assists Ministries and public services/agencies in the design and implementation of sectorial strategies and priority reforms.
The specific objective of RSTs is to support the implementation of urgent reforms, included in respective Action Plans of beneficiary state authorities, through joint work alongside civil servants on related actions. The staff of Ministries and other bodies of state administration, bearing the combined burden of ongoing operations and simultaneous reforms, will benefit from strengthened capacity while deployment of external, qualified local professionals fully focused on reform processes will result in their accelerated pace.
RST members will neither substitute nor be involved in routine government work as they will focus exclusively on transitional activities in support of reforms.
The RST will be located within the organizational structure of the relevant beneficiary institution as a standalone structure on a temporary basis.
Such RST will also be deployed for SMS, and it will consist of four experts, including a Delivery Manager, an Anti-Corruption Expert, an IT expert, and a Legal expert.
Objective:
The main objective of the assignment of the Delivery Manager is to ensure smooth and effective implementation of the IMMIS project by SMS, and to act as the main focal point for IOM and the EU on the project related issues from the side of SMS.
The Delivery Manager will be in charge of coordination of work of the SMS RST members covering IT, legal and anti-corruption issues
Specific Functions
- To facilitate IMMIS project implementation inside SMS –
- To coordinate the work of SMS RST members, ensuring timely submission of a monthly consolidated report in English, reflecting all RST actions and achievements in the reporting month – continuously
- To support the company, subcontracted by IOM, that will conduct analysis and then reengineering of the selected migration management business processes by ensuring necessary liaising inside SMS, with SBGS RST when needed, as well as with IOM experts – starting from the beginning of the work of the company and lasting until the end of the contract.
- For specific and well-substantiated cases, to suggest IOM to subcontract short-term experts, whose expertise is required by SMS for specific tasks – when needed.
- To participate in regular IMMIS Project Management Board meetings – on regular basis.
- To participate in regular IMMIS project working group meetings, if requested by IOM
Tangible and measurable outputs of the assignment (expected to be delivered during the six months’ duration of the Contract)
- Reports in English on work of SMS RST members, reflecting all RST actions and achievements in the reporting month – monthly, to be shared with SMS, IOM and EU Delegation
- Reports in English on the need of a specific short-term expertise for SMS with detailed justification– on as needs assessed basis (to be submitted to IOM after prior coordination with SMS).
- Briefings to SMS and IOM on the work of the company conducting business process analysis at SMS – monthly
Qualifications and Experience
Education
- University degree from an accredited academic institution, preferably in business administration, business analytics, or social sciences
Experience
- At least five years of managerial and coordination experience
- Good reporting skills
- Ability to provide constructive feedback to colleagues
- Excellent verbal and written communication skills
- Experience in liaising with governmental and diplomatic authorities as well as with international institutions
Languages
- Fluency in Ukrainian and English
