FHI 360 is currently recruiting for the position of Deputy Chief of Party Technical (DCOP – Technical) for an anticipated USAID-funded workforce development project. This new award will support the upskilling and retraining of Ukraine’s labor force to adapt to the demographic and workforce shocks caused by war. The award will help adapt employers and employees to structural changes in the labor market. The budget is expected to be $50-100 million.

Job Summary:

The DCOP-Tech is responsible for supporting the Chief of Party (COP) in ensuring the program meets its programmatic targets and deliverables on-time and within budget. S/he will be responsible for developing and maintaining the overall technical vision, strategy, and direction of the project; supporting design, delivery, and progress against the approved work plan; and reporting against the performance monitoring plan. The DCOP-Tech will be versant in the core technical themes of the project. The DCOP will ensure that program components are evidence based, appropriate for the Ukrainian context, responsive to changing needs, and incorporate core USAID guiding principles and the highest standards of Gender Equality, Safeguarding and Social Inclusion.  

The DCOP-Tech will work collaboratively with staff and partners to implement efficient and high-quality technical approaches for meeting targets and deliverables and ensuring USAID satisfaction.  The DCOP-Tech will maintain positive relationships with donors, government officials, partners, and sub-awardees. The DCOP will be expected to identify issues and risks related to the activity implementation in a timely manner, and to suggest appropriate adaptive adjustments. The DCOP will oversee a team of technical specialists. The DCOP-Technical will be designated Acting COP in the COP’s absence and will represent the program to USAID, donors, relevant government entities, partners, other implementers, and stakeholders when acting as the COP. 

The position will be based in Kyiv, Ukraine. Ukrainian nationals are strongly encouraged to apply. Employment is contingent upon successful award of the project to FHI 360 and subsequent approval of the candidate by USAID.

Job Description:

  • Provide technical leadership supporting skills development of Ukrainians and engaging with the private sector. 

  • Lead execution of program delivery, and measure progress against the approved work plan and indicators as defined in the performance monitoring plan. 

  • Supervise the timely, accurate and high-quality development and submission of all technical deliverables, in accordance with USAID and FHI 360 rules and regulations.  

  • Manage the completion of required technical and program reports as identified in the project documents and as requested by USAID and/or FHI 360.  

  • Working closely with operational teams, oversee the visioning and design of the project’s Grants Under Contract (GUC) program to ensure it supports the achievement of project outcomes.

  • Implement a shared integrated project vision among staff and subcontractors. 

  • Provide technical assistance to partners to strengthen their capacity with the intention of preparing them to receive direct USAID funding. 

  • Build effective relationships with all key stakeholders. 

  • Lead and support technical specialists in the development of strategic partnerships with key stakeholders, other USAID-funded projects, civil society actors, and the private sector. 

  • Manage long-term technical staff and short-term advisors in a respectful and transparent manner, ensuring the project’s technical resources are allocated and deployed in a timely manner to achieve project results.  

  • Promote sustainability of project activities through linkages to other programs, capacity building of project staff, and institutional strengthening of implementing partners and community-based organizations. 

Required Qualifications 

  • Master’s degree in international development, economics, gender, or a related field from an accredited university.

  • Minimum of 12 years of experience of relevant management, supervisory and technical experience working on projects that are of a similar scope, scale and complexity. At least 8+ years of leadership, strong business acumen and/or line management experience.

  • Experience managing USAID projects (preferably as Deputy Chief of Party) and strong knowledge of USAID programming rules and regulations, grants programs, and monitoring and evaluation policies and procedures. Experience implementing USAID contracts strongly preferred.

  • Experience working with and/or: workforce/skills development, TVET, economic empowerment, micro-small- medium enterprise (MSME) development, youth, gender, livelihoods. Experience implementing skills development programming strongly preferred.

  • Experience living and working in similar contexts required. Experience working in Ukraine preferred.

  • Knowledge and understanding of barriers and opportunities for employment and workforce development related issues in Ukraine.

  • Demonstrated ability to manage and support diverse teams and leading consortia;

  • Prior experience working in conflict settings preferred;

  • Strong knowledge of, and commitment to, gender and social inclusion and equity.

  • Demonstrated leadership, organizational development, partnership-building, managerial, teambuilding and communication skills.

  • Proven ability to develop relationships and coordinate with government officials, private sector, civil society, and non-governmental organizations.

  • Demonstrated knowledge of United States Government rules, regulations, policies, and procedures as they relate to project compliance and reporting.

  • Verbal fluency and written fluency in English required; working knowledge of Ukrainian is strongly preferred.
