Вакансія: Deputy Director on Transport Infrastructure, Category 1+
1. Objective(s) and Linkages to Reforms
The Recovery and Reform Support Team (RST) at the Ministry for Development of Communities and Territories of Ukraine (MDCT or Ministry) is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis through the Ukraine Recovery and Reform Architecture (URA) programme. The RST will assist the Ministry in filling capacity gaps in the design and implementation of priority reform strategies and programmes, while strengthening links and partnerships between the Ministry`s priorities and relevant donor support.
Priority areas for the RST at the Ministry for Development of Communities and Territories of Ukraine will be:
- Transport Infrastructure;
- Municipal Infrastructure;
- Regional Development and Decentralisation;
- Digitalisation;
- Public Administration Reform and Capacity Building;
- Public Investment Management.
Transport infrastructure is one of the top priorities of the Government of Ukraine and the Ministry. The transport infrastructure complex is a multifunctional system that meets the transport needs of the national economy. The transport complex includes the following sectors: railway infrastructure, maritime transport, inland waterways transport, aviation, roads and border crossing points, multimodal and safety transport, and urban transport.
2. Position and Reporting Line
RST is seeking a Deputy Director for Transport Infrastructure to coordinate the work within the RST team, as well as to support and assist the Ministry in implementing reforms in the area of transport infrastructure.
Deputy Director on Transport Infrastructure will be subordinated to the RST Director and:
- assist and support the Director in providing leadership to the RST by conducting day-to-day managerial duties;
- work across the Transport Infrastructure priority area focused on the design and implementation of reforms in Railway Infrastructure, Maritime Transport, Inland Waterways Transport, Aviation, Roads and Border Crossing Points, Multimodal and Safety Transport, Urban Transport sectors as stipulated by Ukraine’s commitments to the EU Association Agreement;
- deputise for the Director as appropriate, in case of his/her absence.
3. Duration of the Assignment
The consultancy appointment is expected to start in May 2025. Duration of the assignment is subject to the availability of project funding, the consultant’s performance, and the specific requirements of the RST.
4. Main Duties and Responsibilities
Deputy Director on Transport Infrastructure is expected to support the RST and Ministry with the following:
- overall coordinating and monitoring reforms implementation in Railway, Maritime, Inland Waterways, Aviation, Automobile Roads and Border Crossing Points, Multimodal and Safety, Urban Transport sectors, including contributing to the development of necessary products (documents) related to reforms/recovery areas;
- assisting the RST Director in coordinating Senior Project Managers in Transport Infrastructure field and their performance (in close cooperation with the Ministry), in accordance with the delivery of necessary products as per recommendations outlined in key strategic documents, such as the Ukraine Facility Plan, the Annual European Commission’s Enlargement Reports on Ukraine, the National Transport Strategy of Ukraine up to 2030, the Strategy for the Development and Expansion of Border Infrastructure With the European Union Countries and the Republic of Moldova until 2030, and others;
- cooperating and coordinating with stakeholders (international partners, donors, external experts, RST experts, government officials, etc.), participating in working groups and committees involved in reform/recovery processes;
- participation in the meeting with deputy ministers responsible for transport sphere and task acquisition duting such meetings;
- supporting the Ministry in the implementation of EU integration commitments, ensuring alignment with established standards and regulations and coordination with DG Move in the issues related to all projects in transport sphere;
- coordinating project-related activities among sectoral project managers within the RST;
- developing proposals for improving legislation on Transport Infrastructure regulations, assisting in drafting respective laws and by-laws;
- maintaining regular communication with relevant units of the Ministry, other ministries and agencies and the regional authorities, ensuring appropriate coordination and coherence between various programmes, projects and policies in the transport sector;
- supporting the Ministry in stakeholder engagement, advocacy campaigns and communications on issues related to the implementation of reforms in the Transport Infrastructure;
- attracting funding for the implementation of infrastructure projects in the transport sector;
- overall coordination and support for the implementation of investment projects in the transport sector (PPP projects, concessions, etc.);
- providing support in the preparation and analysis of the effectiveness of the transport investment projects;
- overseeing the recruitment of RST consultants in the transport sector;
- performing other responsibilities as assigned by the RST Director.
Expected deliverables
At the request by and in coordination with the Ministry, the RST Deputy Director will be expected to provide the following deliverables:
- proposals for strategic documents, investment plans and programs, concept notes, drafts of legal regulation, and technical acts in the area of transport infrastructure;
- work plans, policies, budgets and other key documents for reforms’ implementation and monitoring;
- assessment of transport investment projects, evaluating their effectiveness, funding opportunities, and alignment with EU integration commitments;
- facilitation of EU integration commitments implementation;
- recruitment documentation, including Terms of Reference (ToRs), candidate selection progress, and alignment with project requirements and sectoral priorities;
- regular reports on RST progress, challenges and achievements.
The specified lists of the scope of work, services and expected deliverables can be modified and supplemented on request from the Ministry and in agreement with the EBRD and the EU Delegation to Ukraine.
5. Qualifications, Skills and Experience
5.1 Qualifications and Skills:
- At least a Master’s degree in Economics, Law, Engineering and/or other areas related to transport infrastructure;
- experience in high-level negotiations, strong communication and organisational skills;
- strong analytical skills with the ability to interpret complex legal, commercial and financial information;
- proven ability to lead a team of experts, in donor-funded projects, business or public organisations;
- impeccable ethical standards, and outstanding leadership skills;
- PC literacy in Microsoft software (PowerPoint, Project, Excel, Word), Google Apps (Gmail, Calendar, Google Docs);
- excellent command of English and Ukrainian, both written and spoken.
5.2 Professional Experience:
Minimum of 10 years of general professional experience (working for international organisations and/or international technical assistance projects would be an advantage), of which:
- at least 3 years of proven managerial experience (minimum 5 subordinates) in an organisation of comparable size;
- at least 5 years of proven experience in project management and consulting in Transport Infrastructure (Railway, Maritime, Inland Water Transport, Roads and Border Control Points, Aviation, Multimodal and Safety Transport, Urban Transport sectors).
5.3 Other Competencies:
- Proven knowledge and professional experience in project management and public policy the transport infrastructure sector;
- familiarity with current Ukraine’s reform agenda, a good understanding of policy formulation processes and policy dialogues;
- proven knowledge of EU transport acquis and strategic priorities for EU integration;
- experience in leading an expert team and project delivery;
- experience working in a team that focuses on implementing public sector reforms is an asset.
6. Funding Source
The funding source of this assignment is the EBRD Ukraine Stabilisation and Sustainable Growth Multi-Donor Account (MDA). Contributors to the MDA are Austria, Denmark, Finland, France, Germany, Italy, Japan, Latvia, the Netherlands, Norway, Poland, Sweden, Switzerland, the United Kingdom, the United States and the European Union.
