Strengthening Ukraine’s EU Alignment in the Rule of Law is a project to be commissioned by the German Federal Foreign Office and implemented by GIZ to assist the government of Ukraine in its efforts to align Ukrainian legislation with the Acquis Communautaire of the European Union, focusing on the negotiation chapters related to “Judiciary and Fundamental Rights” (Chapter 23) and “Justice, Freedom and Security” (Chapter 24) that lie at the heart of the cluster called the “Fundamentals of EU Membership”. The project aims at enhancing the capacities of key actors within the Ukrainian government to steer and implement a cooperative and participative process of the country’s EU alignment in the rule of law. The implementation partners are the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine as well as the Government Office for Coordination on European and Euro-Atlantic Integration located at the Cabinet of Ministers of Ukraine.

The work of the Dialogue Advisor will focus on promoting dialogue on the alignment to the EU Acquis in the rule of law internationally and within Ukraine. The advisor will be endowed with fostering the dialogue between national and international civil society and the Ukrainian government on important questions related to the alignment and will work together with a team located in Germany to establish a solid high-level exchange between Ukrainian, German and EU decision makers relevant for the accession process. The advisor will also undertake activities to ensure the proper visibility of the project.

Areas of responsibility:

  • Undertake a comprehensive process of dialogue between the Ukrainian government with civil society on major topics related to Ukraine’s alignment with Chapters 23 and 24;
  • Organize high-level roundtables and panel discussions in Germany and Ukraine providing space for an in-depth review of major topics related to the accession process;
  • Facilitate parliamentary exchanges between the Verkhovna Rada, German Bundestag and the European Parliament;
  • Plan and oversee the execution of a major conference at highest political, academic and practitioners’ level, addressing important topics related to the alignment in the rule of law;
  • Together with GIZ’s communications team, ensure the proper communication and visibility of the project’s activities;
  • Ensuring gender equality in the scope of the project’s activities and the recommendations of the network;
  • Drafting of monthly updates on the accession process to be shared with key stakeholders.

Qualifications:

  • Degree in political science, international relations or communications;
  • At least 3- 5 years of professional experience in organising multi-stakeholder dialogue, especially with civil society, high-level international dialogue and/or communications;
  • At least 3 years of experience in drafting political analyses, briefings and communication material for public consumption;
  • Profound knowledge of the structure and procedures of the European Union, in particular with regard to the EU enlargement processes;
  • Experience in the application of (diplomatic) protocol;
  • Excellent command of written and spoken Ukrainian and English; command of German a plus.

  • Strong interest in EU accession policies and Ukraine’s reform agenda aligning to the acquis communautaire;
  • Team player with excellent intercultural competences;
  • Strong organisational, planning and managerial competences;
  • Excellent communication, writing, presentation and organisational skills;
  • Ability to work flexibly and independently, often under tight deadlines;
  • High level of discretion, integrity, and sense of tone;
  • Aptitude for assessing material and content of politically sensitive nature.

Assignment

The assignment starts as soon as possible.  Full-time position with 40-hours working week. For now, the contract duration is till the end of December 2025.
