Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in Kyiv is seeking a qualified professional for the project “Reforming the district heating sector of Ukraine (ReWarm)“ to fill the position:
District Heating Advisor (full-time, Kyiv)

The German-Ukrainian cooperation within the framework of the Reform of the Ukrainian District Heating Sector has started in April 2023 between the German Federal Ministry for Economic Affairs and Climate Action (BMWK) and the Ukrainian Government, the main partner is the Ministry for Communities, Territories and Infrastructure Development of Ukraine (Ministry of Infrastructure).
The plan aims to provide high-quality care at a cost-supporting price, including developing a National District Heating Strategy/Policy, modernising heat plants and infrastructure, improving supply quality, increasing renewable energy use, developing network plans, and restructuring relevant companies.
The ReWarm Project aims to improve the Ukrainian legislative, regulatory, and financial framework conditions for sustainable district heating (DH) sector reform, economic consolidation of DH companies, and energy efficiency investments. The Project’s timeline is from 01.04.2023 to 31.03.2027, with funds for technical assistance only. The project will support at least 3 municipalities to improve their district heating system.
Responsibilities:
- provide professional advisory services to the project team and to a wide range of stakeholders in the areas of district heating;
- coordinate project activities related to planning and preparation of energy plans in municipalities as well as any required changes in national regulations in the field of district heating;
- monitor assignments conducted by external consultants and ensure deliverables are prepared timely and in a high quality;
- draft Terms of References and supervising accurate implementation of works;
- participate in identifying needs for ReWarm and advice, work on policy recommendations and develop a strategic approach;
- prepare and structure capacity development measure for ReWarm and planning their implementation in cooperation with external consultants and if foreseen other GIZ projects;
- implement project activities in line with the projects operational plan and project indicators together with the project team and in consultation with the project`s counterparts;
- design, prepare and conduct workshops, seminars and other events;
- speak at those events incl. events from other institutions;
- interacts with all other GIZ-projects somehow connected to district heating;
- organizes and conduct exchange sessions with other actors in the area of district heating;
- prepare the procurement of consulting services and ensure quality and compliance with GIZ rules of the services provided by external experts and service providers;
- contributing to the reporting cycles of the project;
- developing and organizing quality assurance measures and suggesting necessary changes, improvements and initiatives;
- contributing to controlling expenses for project activities in accordance with the prevailing provisions;
- preparing of appropriate input for various project reports including annual reports;
- providing support in running all technical activities smoothly and assists ensuring adequate implementation of the project’s activities, including supporting all monitoring and reporting obligations of the component to partners and commissioning parties;
- providing comprehensive assistance to the manager and the team;
- guaranteeing his/her abidance to the rules and regulations of GIZ, PuR, GIZ Code of Conduct;
- other responsibilities to accomplish the goals of the project.
Tasks
- Management responsibility
The District Heating advisor:
- is responsible for preparing and conducting project activities and carries out other activities required for implementing the project;
- supports in drafting Terms of References and supervising accurate implementation;
- plans and coordinates technical advisory services provided by the project;
- assists national and international advisers in carrying out their work;
- regularly consults with the GIZ project director, programme component manager and other project colleagues;
- supports projects’ activities related to heat planning of municipal utility infrastructure, incl. district heating facilities;
- prepares, runs and follows-up on meetings with project partners (MinInfrastructure, SAEE, pilot cities);
- initiates and follows-up on trainings, information events and workshops provided by the project
- ensures the compliance of all project partners and consultants with GIZ policies and with agreed tasks and contributions;
- shares proactively all relevant developments and information with the responsible team members and partners;
- ensures sufficient and timely support by the entire (administrative) team making use of their respective responsibilities and expertise; providing team members with clear instructions;
- manages and monitors the budget in consultation with the officer responsible for the contract and cooperation and relevant team members.
- Technical advisory to project partners
The District Heating advisor:
- is responsible for implementing the support services to the Ministry of Infrastructure and State Agency for Energy Efficiency (SAEE), that have been agreed with the project team and partners.
- Knowledge management
The District Heating advisor:
- compiles information on the project and ensures knowledge transfer;
- draws up reports and presentation documents;
- formulates appropriate input for various project reports including annual reports, and contributes to the other reports required by the project director, programme component manager and GIZ Head Office.
- Other duties/additional tasks
- the District Heating advisor performs other duties and tasks at the request of the project director.
- supporting the manager and advisors in efficient planning, implementation, and monitoring procedures in the field of ReWarm project implementation and project activity;
- representing the interest of the GIZ-assisted measure and always acting on its behalf.
- performing other relevant duties and tasks at the request of management.
Required qualifications, competences and experience:
- Masters/MSc or doctorate in Energy, Engineering, or a related field;
- at least 3 years professional experience in district heating sector;
- practical experience working with responsible national institutions (like MinInfra or SAEE);
- experience working international organizations in the field of energy;
- excellent communication and coordination skills;
- good knowledge of and existing network in the area of district heating.
Other knowledge, additional competences:
- high proficiency in written and spoken Ukrainian and English, knowledge of German is an asset;
- good working knowledge of ITC technologies (related software, email, internet) and computer applications (e.g. MS Office);
- basic understanding of technical assistance specifics in a local context in Ukraine;
- keen interest in the field of international cooperation for sustainable development in Ukraine with particular focus on district heating;
- ability to self-responsibly organize and implement assigned work and responsibilities;
- ability to prioritize tasks independently with possible time constraints and workload;
- willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management;
- strong self-organisation skills and goal orientation combined with a high level of frustration tolerance.

Employment conditions
Full-time position with 40-hours working week. Place of assignment is Kyiv. The contract duration is 1 year. Prolongation is possible.
