TERMS OF REFERENCE
- Project Description
DW Akademie, Germany’s leading organisation for international media development department of Deutsche Welle, in partnership with Transtele Canal France International (CFI) and Lithuanian Radio and Television (LRT) implement the project “MediaFit Programme for Information Integrity in southern and eastern Ukraine” (ENI/2021/423-657).
DW Akademie is Deutsche Welle’s centre for international media development, journalism training and knowledge transfer. Our projects strengthen the human right to freedom of expression and unhindered access to information. DW Akademie empowers people worldwide to make independent decisions based on reliable facts and constructive dialogue.
- Objective and the scope of the assignment
DW Akademie is currently looking for an expert to conduct media content analyses in 2022 and 2023 on the 14 online regional Ukrainian media which are selected as beneficiaries of the core support within the project MediaFit.
This shall be done in two reporting phases, one in August-September 2022 as baseline and a second one as endline in autumn 2023. In particular, the expert is expected to analyze the quality of the content of the selected media and its capacity to engage its audience through user-friendly website and other tools of its content distribution.
Timeframe: approximately 35 working days in total for two reports
Scope: 14 online regional media outlets, app. 30 content pieces per media outlet as well as overall quality analyses of media websites.
- Expected deliverables
- Methodology and research plan of the media assessment in cooperation with DW Akademie before the analysis starts during a kick-off meeting
- Raw data of the audit collected (e.g. evaluation grid with points).
- Two analysis reports in English including an executive summary, a general findings section on each media outlet.
- Reports should include visualisation, such as graphs, statistics for all 14 media outlets
- Requirements
- Proven work experience in similar media content analyses, especially for international organisations.
- Proficiency in English and Ukrainian.
- Account in EUR.
- Documentation to submit
- Motivation letter with CV and references, working examples as well as description of similar research activities preferable. The motivation letter should also include a brief research proposal outlining the envisaged research approach.
- Commercial offer in EUR indicating daily fee and working days needed per report.

- Payment
In return for the fulfilment by the Provider of its obligations under the contract, Deutsche Welle undertakes to pay the Provider the amount in EUR as follows:
- Two payments: first payment after the first report (baseline) and second after the second report (endline)
- Availability of the EUR account is mandatory
- Deutsche Welle will pay within 30 calendar days after the completion of the deliverables upon presentation of a detailed invoice
