Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the projects “Support of the Ukraine Energy Efficiency Fund (EEF) and the climate-friendly Reform Agenda (S21)” and “Energy Efficient District Lviv” to fill the position:
Energy Advisor (full-time, Kyiv)

The Energy Advisor is a member of a team of experts implementing two GIZ-projects: “Support of the Ukraine Energy Efficiency Fund (EEF) and the climate-friendly Reform Agenda (S2I)” and “Energy Efficient District Lviv”.
The projects are funded by the German Federal Government through the International Climate Initiative (IKI) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in cooperation with the Ministry for Communities, Territories and Infrastructure Development of Ukraine. Both aim to achieve decarbonization, energy efficiency and energy security in Ukraine by supporting energy efficient reconstruction and refurbishment of multi-apartment buildings. The Energy Efficiency Fund is a Ukrainian state-institution which provides financial support for home-owners associations (HoAs) for the thermo-modernization of buildings. It was established with the support of the European Union and Germany. The GIZ EEF support project provides supports the organizational development of the EEF and contributes to overall housing and municipal services agenda in Ukraine. The project “Energy Efficient District Lviv” aims to demonstrate the energetic and economic advantages of a comprehensive energy refurbishment along the entire heat chain (heat generation, distribution and use) on the example of a residential district in Lviv. It supports homeowners’ associations in implementation of thermal modernisation projects and the city of Lviv in reducing fossil energy demand in DH sector.
Main Responsibilities:
- provide professional advisory services to the project team and to a wide range of stakeholders in the areas of energy efficient reconstruction and refurbishment of residential buildings;
- coordinate project activities related to planning and preparation of energy efficient reconstruction and refurbishment projects of multi-family residential buildings, including renewables, and serve as the main contact person of the project to HOAs;
- serve as the main contact person of the project for engineering and architectural companies, international as well local, which are supposed to develop the project design documentation;
- monitor assignments conducted by external consultants and ensure deliverables are prepared timely and in a high quality;
- draft Terms of References and supervising accurate implementation of works;
- participate in identifying needs for EEF and advice, work on policy recommendations and develop a strategic approach;
- prepare and structure capacity development measure for EEF and planning their implementation in cooperation with external consultants and if foreseen other GIZ projects;
- implement project activities in line with the projects operational plan and project indicators together with the project team and in consultation with the project`s counterparts;
- design, prepare and conduct workshops, seminars and other events;
- prepare the procurement of consulting services and ensure quality and compliance with GIZ rules of the services provided by external experts and service providers;
- contributing to the reporting cycles of the project;
- developing and organizing quality assurance measures and suggesting necessary changes, improvements and initiatives;
- contributing to controlling expenses for project activities in accordance with the prevailing provisions;
- preparing of appropriate input for various project reports including annual reports;
- supports the coordination of project activities related to the district heating renovation in Lviv.
Tasks
- Management responsibility
The Energy advisor:
- is responsible for preparing and conducting project activities and carries out other activities required for implementing the project;
- supports in drafting Terms of References and supervising accurate implementation;
- plans and coordinates technical advisory services provided by the project;
- assists national and international advisers in carrying out their work;
- regularly consults with the GIZ project director, programme component manager and other project colleagues;
- supports projects’ activities related to planning low-carbon modernization of municipal utility infrastructure, incl. district heating facilities;
- coordinates projects` activities related to planning and implementation of refurbishment projects of multi-family residential buildings;
- prepares and follows-up on meetings with project partners (MinInfrastructure, EEF, HOAs, Lviv City Council, Lvivteploenergo);
- initiates and follows-up on trainings, information events and workshops provided by the project
- ensures the compliance of all project partners and consultants with GIZ policies and with agreed tasks and contributions;
- shares proactively all relevant developments and information with the responsible team members and partners;
- ensures sufficient and timely support by the entire (administrative) team making use of their respective responsibilities and expertise; providing team members with clear instructions;
- manages and monitors the budget in consultation with the officer responsible for the contract and cooperation and relevant team members.
- Technical advisory to project partners
The Energy advisor:
- is responsible for implementing the support services to the HOAs, that have been agreed with the project team and partners. This includes, but is not limited to, managing services delivered by energy auditors, project designers and architects, as well as construction companies;
- acts as a help desk to the HOAs and EEF;
- ensures communication and coordination between HOAs and the beforementioned service providers;
- in cooperation with the programme component manager, plans and implements support services for Lvivteploenergo. This includes but is not limited to, managing services delivered by planning offices and software providers related to modelling the district heating network in Lviv and supporting the coordination of project activities related to the district heating renovation in Lviv;
- communication and coordination between Lvivteploenergo and the beforementioned service providers;
- monitoring and quality assurance of the services provided by external experts and service providers.
- Knowledge management
The Energy advisor:
- compiles information on the project and ensures knowledge transfer;
- draws up reports and presentation documents;
- formulates appropriate input for various project reports including annual reports, and contributes to the other reports required by the project director, programme component manager and GIZ Head Office.
- Other duties/additional tasks
- the Energy advisor performs other duties and tasks at the request of the project director and programme component manager.
Required qualifications, competences and experience:
- Masters/MSc or doctorate in Engineering, Architecture or a related field;
- at least 5 years professional experience in energy efficiency in buildings;
- practical experience working with homeowners associations or similar stakeholders;
- experience working international organizations in the field of energy efficiency;
- excellent communication and coordination skills;
- good knowledge of and existing network in the construction, building materials and related professional services sector.
Other knowledge, additional competences:
- high proficiency in written and spoken Ukrainian and English. German knowledge should be aspired if not yet existent;
- good working knowledge of ITC technologies (related software, email, internet) and computer applications (e.g. MS Office);
- basic understanding of technical assistance specifics in a local context in Ukraine;
- keen interest in the field of international cooperation for sustainable development in Ukraine with particular focus on climate action and energy efficiency;
- ability to self-responsibly organize and implement assigned work and responsibilities;
- ability to prioritize tasks independently with possible time constraints and workload;
- team player;
- capacity to collect, process and analyze complex data and information;
- has a calm diplomatic manner and can be good-humored even under pressure;
- goal orientation combined with a high level of frustration tolerance;
- willingness to upskill as required by the tasks to be performed;
- ability to make new and useful ideas work, improve performance and satisfaction;
- customer and service-oriented attitude.

Employment conditions
Full-time position with 40-hours working week. Place of assignment is Kyiv with business travels to Lviv. The contract duration is until 30 March 2025 (project duration). Prolongation is expected. Starting as soon as possible.
