Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project «H2Diplo – Decarbonization Diplomacy» to fill the position of the:
Energy Advisor (full-time, Kyiv)

The Russian war against Ukraine has changed the country’s priorities and possibilities for implementing energy policy. The priority must now lie on ensuring supply security and the repair of damaged and outdated energy infrastructure. Nevertheless, the Ukrainian Government as well as Germany, the EU and other partners are looking ahead and do not lose sight of what is really at stake for the future: to build a prosperous Ukraine based on modern, climate neutral competitive infrastructure. For example, the Recovery Plan (Blueprint) envisages a massive increase in renewable energy by 2032 as well as the development of electrolysis capacity for a hydrogen eco-system that will span across sectors and contribute to a green reconstruction. The hydrogen transport infrastructure is intended to connect the production sites in Ukraine with both Ukrainian customers and those in neighboring countries.
Moving forward, including with EU Assession efforts, Ukraine faces significant social and economic challenges as it transitions to a more sustainable and decarbonized energy system. The decarbonization of the economy is crucial for Ukraine to enhance its commitment to global climate protection, while also fostering innovation and new economic development models. The structural changes required to address these challenges offer new opportunities for development and growth across the Country. Efforts focus on reconstruction and recovery efforts in the energy sector, while laying the foundation for medium- and long-term structural change. These efforts also relate to nexus areas in water, agriculture, and community development.
The Energy Advisor will play a critical role in balancing the immediate needs of recovery with the goal of making Ukraine’s energy infrastructure resilient and future-proof. This includes exploring and implementing innovative business models, advancing renewable energy and green hydrogen projects, and promoting regional cooperation on decarbonization efforts. The job holder is invited to contribute to two separate but related projects in GIZ, both related to strengthening sustainable energy systems with green reconstruction and just transition in mind: The Energy Partnership between Ukraine and Germany and H2-diplo Ukraine, focused on hydrogen diplomacy.
Responsibilities:
Energy Advisor is responsible for:
- Strategic Energy Planning:
- Develop and implement strategies to accelerate the adoption of renewable energy sources, green hydrogen, energy efficiency measures, and sustainable energy practices in Ukraine.
- Identify and evaluate opportunities for integrating innovative technologies, such as hydrogen ecosystems and smart grids, into the national energy infrastructure.
- Support the development of policies and frameworks that encourage the growth of sustainable energy and align with Ukraine’s long-term energy and climate goals.
- Government and Stakeholder Advisory:
- Provide expert advice and communication to relevant ministries of Ukraine and other political partners like state owned enterprises on sustainable energy priorities, including innovation, decarbonization, and energy efficiency, especially in the context of EU accession and required legislative changes.
- Collaborate with governmental and non-governmental organizations to promote sustainable energy projects and facilitate the transition to a low-carbon economy, always with green hydrogen in mind.
- Project Management and Implementation:
- Lead and manage projects focused on renewable energy development, green hydrogen infrastructure, energy efficiency improvements, and sustainability initiatives.
- Ensure that energy projects are designed and implemented in accordance with best practices, industry standards, and environmental regulations.
- Monitor project progress, conduct impact assessments, and provide regular updates to stakeholders.
- Capacity Building and Knowledge Sharing:
- Work closely with local communities, businesses, and educational institutions to build capacity and raise awareness about sustainable energy and climate practices.
- Organize workshops, seminars, and training sessions to disseminate knowledge on renewable energy technologies and sustainability.
- Foster partnerships with international organizations, research institutions, and the private sector to exchange knowledge and best practices.
- Market and Regulatory Analysis:
- Analyze market trends, regulatory changes, and technological advancements in the energy sector to inform strategy and decision-making.
- Prepare reports and recommendations on energy and climate policies, market opportunities, and potential risks associated with the transition to renewable energy and green hydrogen.
- Advocate for policies that support sustainable energy development and the reduction of greenhouse gas emissions.
Tasks
Energy Advisor performs the following tasks:
- Communication with and advisory to the Ministry of Energy of Ukraine and other Ukrainian political partners on priorities for the bilateral cooperation between Germany and Ukraine in the energy sector like structural change, innovation, and decarbonization of the energy intensive sectors, especially in the light of EU assession and needed legislative changes.
- Organize meetings and technical reviews on the partners’ requests in all areas related to energy, climate, hydrogen eco-systems, structural change, infrastructure modernization and socio-economic impacts, sustainable agriculture.
- Effective coordination with colleagues in the administrative division and with procurement officers in the Cluster, Country Office and Headquarters in Germany and other partner countries for capacity building and mutual learning.
- Elaborate technical TORs and strategic counsels for the component energy and industrial advisory of the project.
- Advise partners and coordinate with Country Office and Headquarters in accordance with GIZ and EU rules regarding the preparation and implementation of energy advisory processes, project management, including with a longer-term view and EU accession in mind.
- Contribute to the development and review of products in close coordination with the output Team Leader.
- Advise Team Lead on strategic and risk analysis regarding partners’ related requests and grant recipients.
- Ensure quality and compliance with GIZ rules of the services provided by external experts and service providers, performing risk assessments on potential requests, contracts, and agreements.
- Make suggestions on how to further enhance efficiency of component processes.
- Perform other duties and tasks at the request of management.
Required qualifications, competences, and experience:
- Master of Sciences (MSc.) in energy management, environmental sciences, industrial processes and engineering, international trade, climate finance or related areas.
- At least 5 years of work experience in an energy-intensive or industrial sector, infrastructure, structural change or a closely related field or a field specifically related to the work group assigned, including sustainable energy technologies, renewable energy systems, hydrogen eco-systems, energy efficiency, sustainability.
- At least 5 years of working experience in project management with a proven experience in managing complex projects and engaging with stakeholders in the energy sector. Ability to oversee multiple projects simultaneously and deliver results on time and within budget.
- Proficient in relevant software tools for energy management, data analysis, and project tracking.
- Very good knowledge of English; Ukrainian native level is required; knowledge of German is an asset.
- Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
- Strong self-organization skills and goal orientation combined with a high level of frustration tolerance.
- Work experience with international organizations or in an international environment is an asset.

Employment conditions
Full-time position with 40-hours working week. The contract duration is 1 year. Prolongation is possible. Starting as soon as possible.
