Background  

Today Ukraine is facing its most serious challenges since achieving independence in 1991. The ongoing war has already resulted in significant loss of life, unprecedented displacement, internally and towards neighboring countries, and devastating destruction of infrastructure. The UN Ukraine Flash Appeal shows that at least 15.7 million people are in immediate need of emergency assistance and protection. Early projections indicate that if the war should continue in the medium to long term, up to 90% of the Ukrainian population could face poverty and extreme economic vulnerability, and the country’s socio-economic progress could be set-back by almost 20 years. In the short-term, 62% of the population is at high risk of falling into poverty. Ukraine’s economy is set to shrink by 45% this year due to the war and even with a moderate recovery in the next few years, by 2025 the GDP would still only be two-thirds of the pre-war GDP in 2021.

In addition, the country faces losses of many people’s lives and devastative destruction of infrastructures and economic bases. Currently, more than 50% of the energy infrastructure damaged, causing the massive disruption of energy supply nationwide with millions of people experiencing power outages and challenges in heating. Extensive scale of destruction of infrastructure, rehabilitating or constructing infrastructures and installing equipment with necessary supply of the materials is urgently required to restore or maintain life-line and key basic services, followed by removal or mines and explosives as well as debris.

In 2020, the European Investment Bank (EIB) and the Ministry of Communities and Territories Development of Ukraine signed a €300 million loan under Ukraine Public Building Energy Efficiency (UPBEE) Programme. The primary goal of the UPBEE Programme is to fund extensive energy efficient upgrades in public buildings across Ukrainian cities, with a focus on small and medium-sized municipalities, and local governments. Beyond energy improvements, the Programme also allocates funding to repair war damages and modify public buildings, including hospitals, schools, kindergartens, cultural centres among others, ensuring they cater better to the needs of Internally Displaced Persons and their host communities.

The UNDP provides technical assistance to support the UPBEE Programme implementation and compliance with the EIB standards. This support includes assistance to local municipalities within all the phases of the sub-project cycle, including planning, design, procurement, construction work, evaluation and monitoring. The UNDP technical assistance performs anti-corruption assessments and sanctions screening, enhance due diligence, improve compliance and financial management, as well as provide regular consultations to the final beneficiaries and local stakeholders.

More than 30 municipalities applied for UPBEE Programme within two rounds of Calls for Proposals in 2023. Currently, the selected municipalities are at different stages of the sub-projects development – from finalizing technical designs to signing the loan transfer agreements. The UNDP technical assistance team provides technical consulations during the sub-project development, perform compliance check to ensure compliance of technical measures with the UPBEE Programme requirenmnets, conduct regular site-visits to the municipalities for capacity building and monitoring purposes.

In this regard, UNDP Ukraine invites applications from highly qualified and experienced Ukrainian professionals for the post Energy Audit Analyst.

The overall objective of this assignment is to ensure that the sub-projects selected under the UPBEE Programme comply with minimum energy performance requirements by respective legal and regulatory documents. The Analyst will work closely with municipalities to support the preparation and implementation of their sub-projects, specifically in respect to overseeing the adherence of energy efficiency measures, the development of technical designs and energy audit certificates. It is expected that the Energy Audit Analyst will also provide advisory support on renewable energy solutions.

Duties and Responsibilities

1. UPBEE Programme promotion and the sub-project preparation

  • Advise on energy efficiency indicators and the requirenments under the UPBEE Programme to ensure proper measurement of energy savings in a long-term run; 
  • Contribute to the UPBEE Programme communication strategy and action plan;
  • Advertise the UPBEE Programme at various thematical events, meeetings with local authorities, etc.;
  • Cooperate with final beneficiaries regarding the sub-project preparation and provide guidelines during the application process;
  • Organise the meetings with municipal representatives to promote the UPBEE Programme and clarify the requirements;
  • Provide the in-depth advisory on improving energy performance and energy efficiency, including advisory on detailed issues concerning the technical and economic feasibility;
  • Review the application documents under the UPBEE Calls for Proposals for verifying the relevance of energy efficiency measures, compliance with the UPBEE Programme requirenments.

2. Preparation of energy audits

  • Review of the existing operational characteristics of the building, documentation and management practice;
  • Conduct the analysis of the existing energy performance situation, verify issued energy certificates and energy audit reports.
  • Perform the collection and analysis of data to determine the total energy consumption and energy performance indicators;
  • Prepare energy audit reports with recommendations, including the development of energy-saving action plans; 
  • Support municipalities in the procuremnet of energy audits, where the services are requested by other sources;
  • Issue the energy certificates, if requested.

3. Overseeing the implementation of the energy audits recommendations and monitoring construction works

  • Perform quality assurance and compliancy check for technical designs, including the energy efficiency requirenmnets;
  • Perform verification site visits to ensure the developed sub-projects correspond with the established energy efficiency requirements and technical designs; 
  • Support in monitoring construction works against the timing, volume and quality according with the approved design documentations.

4. Provide technical advisory support in project implementation

  • Provide substantial inputs to regular reporting, including project progress and annual reports, monthly operational reports, evaluating the impact of programme activities on improving energy efficiency performance, etc.
  • Provide technical advisory support to the Project Manager and project team members in the area of energy efficiency; 
  • Consult the UPBEE Programme partners and final beneficiaries on technical and operational aspects for integrating renewable energy solutions into technical designs;

Required Skills and Experience

Education: 

  • Advanced university degree (Master’s degree or equivalent) in Energy Management/ Audit, Engineering or related field is required or 
  • A first-level university degree (Bachelor`s degree) in the areas mentioned above in combination with 2 additional years of qualifying experience can be accepted in lieu of Master’s degree.

    Experience:

  • Minimum 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of proven experience in conducting energy audit and other related areas.

Required Skills:

  • Qualification certificate of an energy auditor.
  • Sufficient Excellent usage of computers and office software packages (MS Words, Excel, etc.) and knowledge of spreadsheet and database packages.

    Desired Skills:

  • Working experience within projects aimed at the provision services related to performance of energy audits in public buildings would be an asset;
  • Familiarity with national legislation in the area of construction, norms and standards of construction works;
  • Experience in the field of engineering supervision and/or monitoring is an advantage.
  • Knowledge of renewable energy solutions would be an advantage. 
  • Experience in working with local communities and/or local authorities would be an asset.
  • Experience in working with international organizations or/and for technical assistance projects would be an asset.

    Language Requirements:

  • Fluency in Ukrainian and English is required. 

    Professional certificates:

  • Certificate of energy auditor of buildings.
