Background
The ongoing Russian war on Ukraine has caused tremendous loss of life and livelihoods, mass internal and external displacement, widespread destruction of urban areas and damage to critical infrastructure The presence of landmines and other explosive ordnaces (EO) is adversely impacting on civilians’ lives, restricting agriculture, inhibiting basic sustenance activities and disrupting essential infrastructure and services in many parts of Ukraine. According to the National Mine Action Authority (NMAA), an estimated 156,000 km2 of Ukraine’s territory (it’s about 30 % of country’s area) has been affected by conflict and may be contaminated with EO. OHCHR reports show that there were more than 1100 civilian casualties related to EO incidents since the February 2022.
Within the framework of the Energy and Environment Portfolio, UNDP is already engaged in a number of integrated mine action activities directly relevant to the work outlined in the request by the Government. A series of projects have been launched to ensure safe human mobility and access to essential goods and services for humanitarian support. One of the projects’ interventions is focused on widespread application of Explosive Ordnance Risk Education (EORE) campaign as an integral part of mine action planning and implementation that plays vitally important role to reduce the risk to a level where people can live safely, thus contributing to an environment where economic and social development can occur free from the constraints imposed by EO contamination. The technical and management support that require mine action interventions is being provided by group of mine action specialists engaged under funds of UNDP Mine Action Project (MAP) in Ukraine.
In this context UNDP MAP now seeks to recruit a highly qualified and experienced national specialist for the post of Explosive Risk Education Officer to provide support to the prioritisation, planning, delivery and monitoring of EORE activities.
Duties and Responsibilities
The EORE Officer will report to the Mine Action Technical Specialist and under direct guidance of Mine Action Field Operations Analyst within delegated authority will be responsible for the following duties:
- Ensure efficient, effective, timely and qualitative delivery of UNDP EORE activities in coordination with relevant project units. All EORE activities conducted to be gender-responsive and adapted for women, men, boys and girls from different vulnerable groups and with different education needs.
- Contribute to planning and strategy design by clearly defining, monitoring, managing and reporting on project objectives and expected results, based on identified and prioritized EORE needs.
- Develop project specific EORE syllabus that is aligned with UNDP MAP document, IMAS, National Mine Action Standards (NMAS) and UNDP’s gender guidelines.
- Manage and oversee the development of UNDP EORE related materials (e.g., posters, flyers, leaflets, website pages, videos, online apps) and contribute to the development of the digital tools/online platforms to reach a broader audience, especially in remote or high-risk areas.
- Provide technical and planning support to Mine Action implementing agencies through the EORE Working Group that may include trainings, materials development, information exchange methodology, monitoring, evaluation and quality assurance activities.
- Identify, analyze and manage all risks within the area of UNDP EORE activities and keep the project management team updated in timely manner with providing the necessary recommendations.
- Support EORE related procurement activities of the project from preparation of procurement plans, terms of references, and assessment of proposals.
- The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Under the overall guidance from the Mine Action Field Operations Analyst, and the supervision of the UNDP Mine Action Technical Specialist, the incumbent will be responsible for facilitating a process aimed at ensuring the achievement of the above-mentioned duties. The incumbent will work in close partnership with the Operations Support Specialist, Procurement Specialist, Information Management Analyst, Medical Trainer, EOD Instructors and the project operations support staff.

Required Skills and Experience
Education:
- Advanced university degree (Master’s degree or equivalent) in project management or public administration, or business administration, or social sciences, or economics, or jurisprudence, or military engineering or any other related fields is required, OR
- A first-level university degree (Bachelor’s degree) in project management or public administration, or business administration, or social sciences, or economics, or jurisprudence, or military engineering or any other related fields, with two additional years of experience, will be given due consideration in lieu of Master ́s degree.
Experience:
- Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experienceat national or international level, in coordination / management of EORE activities with quality management functions.
- Experience in EORE sessions delivery for different age and group of population is an asset.
- Experience in conducting EORE trainings of trainers (ToT) is an asset.
- Experience in implementing KAP Survey around mines and explosive ordnance is an asset.
Required skills:
- Computer literacy with good knowledge of MS Office (Word/Power Point/Excel).
Desired skills in addition to the competencies covered in the Competencies section:
- Training design for EORE in compliance with IMAS.
- Knowledge of Information Management System for Mine Action (IMSMA).
Required Language(s) :
- Fluency in English is required.
- Fluency in Ukrainian is required for local personnel.
Professional Certificates:
- EORE certificate in compliance with IMAS obtained from internationally recognized organization or educational entity.
- Other mine action certificates in compliance with IMAS obtained from internationally recognized organization or educational entity will be considered as an asset.
