This position is located in the Office of the High Commissioner for Human Rights (OHCHR), UN Human Rights Monitoring Mission in Ukraine (HRMMU) based in Dnipro. The incumbent reports to the Security Coordination Officer (SCO) under the overall supervision of HRMMU Head of Mission.
Within delegated authority, the Field Security Assistant will be responsible for the following duties:
- Review and monitor the situation in the Area of Responsibility and in the region with specific regard as to how it relates or may have an impact on OHCHR activities;
- Advise the Head of Field Office and Security Coordination Officer with regard to all security-related matters and develop tactics, techniques and procedures in accordance with the provisions of the UN Security Management System for the safe conduct of OHCHR operations in the country and in the region;
- Distribute and ensure compliance with relevant standard operating procedures (SOPs) for office security and field operations;
- Ensure the organization and deliverance of appropriate security training to all OHCHR staff assigned to the office in the duty station;
- Make sure that the drivers engaged in driving office vehicles for official purposes are fully trained and briefed in safe driving procedures.
- Work closely with DSS and other UNSMIN security staff to ensure maximum security coordination;
- Provide security support to the HR teams conducting field missions;
- Liaise and coordinate with local authorities any security related matters that might affect the integrity of the OHCHR personnel and mission assets;
- Assist Security Coordination Officer Field Office in maintaining field office readiness for evacuation/relocation contingency;
- Assist Head of Field Office in maintaining office premisses and programmes at the standards outlined in Security Risk Management recommendations for the country and region;
- Support the compliance of mission staff with the Residential Security measures established for duty station;
- Develop, monitor and evaluate physical security of OHCHR premises, and establish appropriate access control procedures;
- Ensure availability and proper functioning of security-related communication systems;
- Report to Security Coordination Officer about accidents or security-related incidents involving OHCHR staff, dependants or assets and assist in conducting investigations;
- All other security-related duties as assigned by the supervisors.
• Professionalism: Knowledge of HF and VHF radio operation. Knowledge of host country safety codes. Knowledge of security management combined with background in security or emergency or disaster operations. Ability to make quick decisions in emergencies or when rapid response is required. Ability to communicate complex concepts orally. Ability to produce assessments, reports, and other papers on security issues; Ability to draft reports and papers on technical issues and contribute to review and edit the work of others. Ability to apply UN rules, regulations, policies and guidelines in work situations. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. High school diploma or equivalent is required.
Driver training with a valid category B driver’s license is required.
Additional safety and security studies and/or training on military, police or other security field is desirable.
A minimum of seven (7) years of progressively responsible experience in Safety and Security, Military/ Police or other related security areas is required. The years of relevant experience is reduced to five (5) for candidates who possess a first-level university degree or higher.
Experience providing security services to a human rights or humanitarian law agency, NGO or related is desirable.
Experience within the United Nations common system or similar international organization is desirable.
Experience in managing and conducting long distance security convoys for field missions is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in oral and written Ukrainian and English is required. Knowledge of another official United Nations language is an advantage. To be considered fluent in a language, the proficiency level in all four specified areas (i.e. reading, speaking, understanding and writing) must be “fluent.” To be considered to have knowledge in a language, the proficiency level in at least two out of the four specified areas must be “confident” or “fluent.”
