Background

The United Nations Development Programme (UNDP) works in about 170 countries and territories, helping to eradicate poverty, reduce inequalities and exclusion, and build resilience so that countries can sustain progress. As the United Nations’ development agency, UNDP plays a critical role in helping countries achieve the Sustainable Development Goals (SDGs).

In Ukraine, UNDP operates in five programmatic areas of support: government capacities for crisis response and management; sustaining provision of public services; emergency works facilitating return and reconstruction; incomes, livelihoods and the private sector response; and civil society and maintenance of the social fabric.

The war in Ukraine has already resulted in significant loss of life; unprecedented displacement, internally and towards neighbouring countries; and devastating destruction of infrastructure. Eighteen years of socio-economic achievements in Ukraine are at risk. UNDP’s core engagement is to preserve development gains as fully as possible, and to return Ukraine to pathways towards achieving the SDGs as quickly as possible.

UNDP launched its Resilience Building and Recovery (RBR) framework for Ukraine on 11 April 2022 to immediately respond to the development and humanitarian challenges. The overall objective is to preserve development gains in Ukraine, mitigating risks of descent into a governance and service delivery crisis, embedding activities for recovery from the onset of the humanitarian effort, and facilitating a swift return to development pathways and processes for national attainment of the SDGs.

To support the strengthened resilience and early recovery of war-affected communities in the selected target areas of Ukraine, UNDP and the European Union, a long-term partner (including for UNDP’s programme in the east), have in parallel launched the “EU4Recovery – Empowering Communities in Ukraine” (EU4Recovery) project, which will ensure a multiplier effect by further expanding key interventions mentioned above.

In this context, UNDP Ukraine invites applications from highly qualified and experienced Ukrainian professionals for the post of Field Security Officer for the support of implementation of security operations and all matters relating to the management of safety and security for personnel in the georgraphical areas where the UNDP Dnipro Hub operates.

In line with UNDP’s mandate as a gender-responsive organization with zero tolerance to any kind of discriminatory and abusive behaviour, including sexual harassment, sexual exploitation and abuse, the incumbent will contribute to accelerate gender equality and women’s empowerment throughout Project implementation.

 

Duties and Responsibilities

1) Contributes to collecting, updating and communicating information regarding the security situation in the Security Areas East and South and other areas where where UNDP Dnipro hub operates:

  • Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations and other non-State actors in the area of operation;
  • Helps to assess the security situation in the areas where UNDP Dnipro hub operates and ensures adequate gathering and verification of security information that may be required for operations and programmatic activities;
  • Conducts support missions to the field offices in the areas where UNDP Dnipro hub operates, as required by the UNDP Field Security Specialist and Dnipro Hub Programme/Project Managers (PMs), to make sure the security practices and emergency response preparations are in place.
  • Supports the UNDP field missions in the areas where UNDP Dnipro hub operates and makes sure all necessary measures are properly taken to conduct the missions in a safe manner, in line with the SRM and SOP regulations.
  • Communicates security related information to the UNDP Field Security Specialist (FSS) and Dnipro Hub PMs and provides host country security advice to United Nations Department of Safety and Security (UNDSS), as required;
  • Maintains regular contacts with Security Focal Points of UN agencies in the  areas where UNDP Dnipro hub operates;
  • Provides technical assistance at security coordination (SC) and area security management team (ASMT) meetings.

2) Contributes to maintaining the Area Security Plan, Standard Operations Procedure (SOP), including updating warden lists, security communication equipments lists (SAT Phones, radios), emergency provisions lists, etc.

  • Provides inputs to the preparation and review of the UN Security Plan for the areas where UNDP Dnipro hub operates;
  • Supports actions during the implementation of the Security Plan, as required;
  • Contributes to developing, updating and implementation of Security SOP;
  • Provides security inputs for BCP development and testing.

3) Supports UNDP FSS and Dnipro Hub PMs in monitoring compliance with area specific Security Risk Management (SRM) prevention and mitigation measures.  Also contributes to the compilation of data required for the Security Compliance Survey (SCS). Assists with/Conducts the security risk assessments (SRA) for UNDP/ UNDP Dnipro premises in the  areas where UNDP Dnipro hub operates including common premises and events. Provides guidelines for security guards of UNDP Dnipro hub premises in the areas where UNDP Dnipro hub operates on security-related procedures.

4) Facilitates reporting of security incidents affecting UNDP Dnipro hub personnel, offices and assets in the areas where UNDP Dnipro hub operates, and prepares initial draft of security reports, such as the Security Incident Report for attention of UNDP Management and UNDSS. Acts as focal contact point in case of accidents that involve UNDP Dnipro vehicles.

5) Provides overall assistance to the UNDP FSS and Dnipro Hub PMs:

  • Prepares and maintains routine and confidential correspondence files/documents;
  • Provides requested Administrative and Logistical support;
  • Maintains a database on contact details in relation to areas where UNDP Dnipro hub operates and de-facto security authorities.
  • Maintains, updates and tests regularly the headcount system and the database of wardens in the  areas where UNDP Dnipro hub operates.

6) Contributes to enhancing security awareness:

  • Organizes and conducts training courses on security awareness and preparedness;
  • Provides security orientation to newly assigned UNDP Dnipro hub staff members;
  • Conducts security briefings, as required;
  • Provides instructions for reception/security guards on security-related procedures for handling of visitors, mail, telephone calls.

7) Performs other security-related tasks assigned by UNDP FSS and Dnipro Hub PMs such as:

  • Conducts security evaluations and provides advice on security measures for the residences (In line with the Residential Security Measures -RSM- Advisories) of UNDP Dnipro hub international personnel, as well as on latest trends and threats to staff safety and security in the areas where UNDP Dnipro hub operates;
  • Establishes and maintains Warden system and keeps update of information related to UNDP Dnipro hub offices and residences in the areas where UNDP Dnipro hub operates;
  • Contributes to the implementation of Pass and ID system for UNDP personnel.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the office and the Organization.

Institutional Arrangement

The Field Security Officer reports to the UNDP Field Security Specialist and maintains a matrix reporting line for policy and technical direction and guidance to the Senior Field Security Specialist, in coordination with his/her direct reporting line.

Works in close collaboration with the Security team, Admin, Operations, and project personnel based in Dnipro Hub to share information and resolve security-related issues. In addition, works closely with UNDSS and other relevant security counterparts.

Required Skills and Experience

Min. Education requirements

  • Advanced university degree (Master’s degree or equivalent) in Business Administration, Management, Security Management, Social Sciences, or other related fields is required.
  • A first-level university degree (Bachelor’s Degree) in combination with additional two years of qualifying experience will be given due consideration in lieu of Master’s degree.

Min. years of relevant Work experience

  • Relevant experience at national or international level in the security or related fields would be an asset.
  • Alternatively, if in possession of Bachelor’s degree, minimum 2 years of such relevant experience is required.

Desirable Experience:

  • Knowledge of host country safety codes
  • Possession of a valid B and/or C- category driver’s license
  • Prior experience with the UN system or an international NGO in security-related role and/or experience in diplomatic security, protection
  • Prior experience with and basic level of knowledge on emergency communication systems such as SAT phones and UHF/VHF radios
  • Experience in driving armored vehicle
  • SCP, FSA, SSAFE/IFAK ToT certification
  • Prior experience with the government or private sector security-related role
