About the project:
In October 2019, Agriteam Canada launched a new five-year project in Ukraine: Support to Ukraine’s Reforms for Governance (SURGe).
SURGe’s Ultimate Outcome is to help the Government of Ukraine (GoU) to deliver governance and economic reforms that better respond to the needs of its citizens. To achieve this, the Project will strategically enhance and strengthen the GoU’s reform management functions, namely its capacity to undertake planning and analysis of reforms that consider citizen impact, and to implement these reforms.
Reform initiative and position summary:
Developing Alternatives to Institutionalization for Children
SURGe provides technical assistance to the Presidential Commissioner on children rights and several GoU Ministries on the reform of institutional care of children. The ultimate outcome is to ensure that each child is raised in a family or family-like environment which is in line with the key international child protection principles. As of January 1, 2019, there were 99,917 children in 718 childcare institutions across the country, and 92% of these children had parents.
SURGe provides expertise to the GoU on development of social, medical, educational and other services in communities that would allow parents to take their children home and prevent new cases of children institutionalization. SURGe is not involved in resolving cases of particular families which is the exclusive domain of local agencies; rather, SURGe provides a general approach, tools, methodologies, capacity building and communications to create services in communities and thus enable the DI reform.
For this reform, SURGe Project is looking for Finance expert.
The expert will be based in Kyiv and will be reporting to the Team Lead of the Developing Alternatives to Institutionalization for Children team.
Level of Effort: Full time, Monday-Friday.
The duration of the contract is 6 months with a possibility of extensions (subject to additional approvals and results achieved during the previous deployment).
For contracting (after the job offer is made), the selected candidate should be able to get registered as a Private Entrepreneur of the 3rd group (consultancy services).
Indicative duties and responsibilities:
• Develop financial mechanism to redirect the funding from the Institutional care and upbringing facilities for children to provision of services.
• Develop tool of the assessment of financial capacity of selected hromadas in Lviv oblast as a component of hromadas needs assessment in services for children and families with children.
• Provide consultations to selected hromadas in Lviv oblast on the conducting of the assessment of financial capacity and plan the fund for services development.
• Calculation and analysis of costs of the services which should be developed in the process of deinstitutionalization.
• Provide the expert support for the key stakeholders in the development of financial calculations to the regulatory documents provided to secure the goals and objectives of the National Strategy for Child Care Deinstitutionalization Reform for 2017-2026.
Preferred Qualifications and Skills:
• Master degree or equivalent in Economics, Finance
• 3 + years of proven experience on the positions of Economist, Finance Manager, Finance Analysts in governance/public sector
• Knowledge of the system of Public Finance Management
• Knowledge of Finance, Economic Analyze, Budgeting
• Knowledge in the services development area is a plus
• Fluency in Ukrainian, English at least intermediate
• Excellent presentation skills
• Impeccable ethical standards
• Citizen of Ukraine
