The Investment for Business Resilience Activity (formerly known as the Financial Sector Reform Activity) in Ukraine is a five-year program funded by the United States Agency for International Development (USAID) and managed by DAI Global LLC (DAI). The purpose of the activity is to transform the country’s financial sector into a sophisticated, well-functioning, competitive market that is aligned with European Union (EU) standards and integrated into international financial systems. This transformation will mobilize private finance for sustained economic growth in Ukraine.
The IBR is looking for candidates to fill in the FINANCE MANAGER position, LTTA, in KYIV.
PURPOSE OF THE ROLE:
The Finance Manager will oversee and support activities related to finance according to DAI’s policies and procedures, and ensure compliance of all related activities. He/she will be responsible for maintaining effective financial control of all the financial / accounting matters, providing financial information, support and inputs to planning, accounting, and reporting processes and undertaking financial analysis.
OBJECTIVES AND DUTIES:
- Responsible for gaining comprehensive knowledge of the project’s FOM, in particular section on Financial Management and other related sections, identifying areas where policies, procedures and/or practices may not be fully aligned with project practice, and working towards their correct alignment.
- Analyze project burn rate to identify bottlenecks and areas to improve.
- Review the bi-monthly finance reports for submission to the DFA for review, and Home Office (HO) Project Associate for approval.
- Prepare and submit weekly funds requests for DFA review and COP approval.
- Review in a timely manner financial vouchers ensuring information is accurate and back up for the voucher is in order and complete.
- Ensure upload of completed and signed vouchers to the Share Point by indicated deadline.
- Coordinate with accounting team to ensure all financial reports are submitted to DAI headquarters in accordance with the DAI monthly finance calendar.
- Ensure that any/all contractual financial reporting requirements are identified and complied with in a timely and accurate manner.
- Review LTTA CCN salary calculations and disbursements.
- Ensure the project accounting is provided with clearly auditable and tracible electronic and physical filing systems.
- Review findings of regular financial file audits to ensure compliance and identify areas for improvement.
- Review all financial operations including payment requests in TAMIS Pro System and e-banking with regards to reasonableness, allocability, and allowability, adhering to DAI policies, contractual terms, and other applicable rules and regulations.
- Advise project leadership and HO on project financial matters.
- Ensure all financial records are saved on the Share Point as required in accurate and timely manner.
- In coordination with the Chief Accountant train finance staff in any financial system knowledge gap.
- Ensure that Grant Disbursements are processed according to the Grant Agreements and in accordance with USAID regulation and DAI policy.
- Responsible for the project compliance with Ukrainian tax codes, including timely submission of required reports and data to the authorities.
- Oversee the project tax exemption process according to the bilateral agreement provisions.
- Coordinate all tax exoneration documents, other tax exemption documents, and reimbursement of local taxes documents, if needed, with Accountants.
- Oversee Accounting team in Chief Accountant’s absence.
- Perform other duties as required by Supervisor.
QUALIFICATIONS:
- A minimum of seven years of progressively experience in finance and accounting in terms of the job tasks and responsibilities outlined above.
- USAID-funded project experience is a plus.
- Bachelor’s degree in accounting, or similar area; master’s degree is preferred.
- Excellent knowledge of MS Excel as well as electronic communications programs required.
- Fluency in English and Ukrainian is required.
- Strong knowledge of Ukrainian Tax Code.
- Ability to analyze complex issues and make sound business decisions.
- Attention to detail, critical thinking, solid analytical and problem-solving skills.
- Ability to work without supervision, under the pressure of deadlines in a dynamic environment.
- Structured thinking, strong analytical and problem-solving skills, and ability to make data-driven business conclusions.
- Strong communication verbal and writing skills.
