The Finance Manager, reporting to the Team Leader, is responsible for budgeting, financial management and financial reporting. The position is responsible for providing financial and operational support to the Ukraine regional office to successfully deliver a program in Ukraine and surrounding areas if and when the program is expanded.
Key Responsibilities:
Compliance
- Ensure compliance with Foreign and Commonwealth Office (FCDO) and Abt Britain’s Associates policies, regulations and procedures governing the project contract.
- Ensure compliance with local regulatory and financial rules and regulations, supporting reporting requirements to corporate, tax, pension and other regularity authorities. Operations Management
- Support project annual work planning and contribute to the preparation of quality operational plans, budgets, and reports submitted as per contract agreements.

Financial Management
- Manage the recording and reporting of all expenditures using NetSuite including weekly cash requests, and bank and petty cash reconciliations.
- Provide ongoing financial administration to the project, including the processing of payments related to purchase requisitions, consultant agreements, vendor invoices. ·
- Ensure that project budget projections, expenditure, tracking and reporting are in accordance with FCDO, PMU and project requirements, procedures, and practices. ·
- Provide supervisory and capacity-building support to project finance staff in the case of larger projects with their own support apparatus ·
- Act as the primary point of contact during annual audits, ensuring satisfactory responses to documentary requests. ·
- Create and maintain financial reporting and tracking systems, and provide financial performance updates on project activities.
- Ensure accuracy and completeness of monthly financial reports.
- Develop and manage project banking procedures and transactions.
Human Resources & Performance Management ·
- Manage payroll transactions, liaising with Abt’ Britain’s chosen payroll provider and pensions, social security and any other regulatory bodies as required.
- Supervise the financial functions of the national offices.
- Provide training to staff as well as to delivery partners on project procedures as well as building skill levels of project staff in the area of finance.
General Project Management
- Contribute to monthly and quarterly reporting processes to enable the Team Leader, Programme Management and Project Design Teams to provide regular status and progress reports to FCDO, PMU and Abt Associates.
- In collaboration with the Program Operations Lead, coordinate with the UK-based project management team on all financial and administrative matters, ensuring compliance with the provisions of the head contract, PMU and FCDO.
What we are looking for:
- Relevant professional training in business administration, finance, accounting, and management.
- At least 7 years of professional work experience in the financial and administrative management of donor-funded development projects, preferably with FCDO (including previous incarnations).
- Experience in project start-up preferable, including establishing financial management systems and training non-financial project team members. · Excellent financial management skills and experience in managing accounting functions in a donor project context. Experience of NetSuite is preferable. ·
- Ability to set priorities and multi-task.
- Strong analytical and computer skills, with an emphasis on budgeting and financial analysis. ·
- Excellent organisational skills.
- Excellent written and spoken English and Ukrainian communication skills and ability to communicate effectively with colleagues remotely
