In recent years the Government of Ukraine (GoU) has committed to multiple initiatives aimed at achieving gender equality and women’s empowerment in all spheres of life, inter alia new Election Code, accession to the Biarritz Partnership for Gender Equality, the State Programme on Prevention and Elimination of Domestic Violence and Gender-Based Violence and a number of others. On 20 June 2022, the Verkhovna Rada of Ukraine ratified the Council of Europe Convention on Preventing and Combating Violence Against Women and Domestic Violence (Istanbul Convention). Ratification of the Convention confirms Ukraine’s commitment to the introduction of European standards and approaches to the protection of human rights and freedoms. 

The war in Ukraine has already resulted in significant loss of life, unprecedented displacement, internally and towards neighboring and other countries, and devastating destruction of infrastructure. Today Ukraine is facing its most serious challenges since achieving independence in 1991. The UN Ukraine Flash Appeal shows that at least 15.7 million people are in immediate need of emergency assistance and protection. According to the Rapid Damage Needs Asessment, poverty has risen in a year from 5.5 percent to 24.1 percent, and Ukraine’s GDP has shrunk by 29.2 percent. As a consequence, there have been dramatic setbacks to many of the Sustainable Development Goals, especially those related to poverty, health, education, energy, industry, peace and justice.

The war has also led to higher levels of sexual and gender-based violence, including conflict related sexual violence (arbitrary killings, torture, and sexual violence). Women and girls are primarily and increasingly targeted using sexual violence, including as a tactic of war. While women and girls are in general more predominantly subject to sexual violence, not least due to patterns of gender discrimination and inequality predating the conflict, men and boys have also been victims of sexual violence. 

As the war continues, UNDP remains committed to safeguarding the developmental gains and contributing to achievement of SDGs through the implementation of its Recovery Programme. The Programme is an integral part of the ongoing Country Programme that UNDP implements in Ukraine. 

It aspires to plan and deliver programming on the basis of a nexus approach that prioritizes shared, risk-informed and gender-responsive multi-stakeholder analysis. This is to inform joined-up planning that facilitates complementary and coherent humanitarian, development and peace initiatives. Those ought to contribute to collective outcomes, in line with commitments to Agenda 2030, the Agenda for Humanity, the twin peace resolutions and the OECD DAC Recommendation on the HDP nexus. The Programme addresses the gendered impacts of the war and its aftermath throughout and aims to ensure substantive results in gender equality and women’s empowerment. It will promote women’s leadership and participation in decision-making processes, building on UNDP’s longstanding support to women in parliament, civil society and community-based organizations.  It will ensure women and girls’ equitable access to basic needs and administrative, legal, medical and psycho-social services, and livelihood support.  While addressing the increased vulnerability of women to various forms of violence, including conflict-related sexual violence, the Programme will work to combat adverse gender and social norms and will reinforce women’s voice and participation in decision-making on an equal footing with men. UNDP is continuing to work for the achievement of its goals in the partnership with the government of Ukraine, RCO and other UN agencies, international partners, civil society and local communities.

In order to help ensure adequate impact of gender mainstreaming throughout the country programme and consolidate an enabling environment for institutional effectiveness to deliver gender-responsive and sustainable results informed by the impact of the war, as well as to assist the Country Office meet the expected benchmarks to receive the UNDP Gender Seal Certification, UNDP in Ukraine is currently recruiting a Gender Analyst. 

Under the overall guidance of the Resident Representative and the direct supervision of the Strategic Planning, Partnerships and RBM Team Leader, and in coordination with International Gender Advisor the Gender Analyst will provide advice on gender across the work of the CO to ensure that gender equality is effectively mainstreamed within all projects and operational areas in line with UNDP standards and the criteria outlined in the UNDP Gender Seal Certification, and that the gender focus of the new CPD achieves maximum impact. The work will be informed by the new UNDP Gender Equality Strategy, the Crisis Offer and UNDPs 10 Point Action Agenda for gender transformational work in crisis.  Relevant government policies and legislations will also need to guide this work.

The Gender Analyst will also work closely with all relevant stakeholders within the UNDP system and Members of the Gender Focal Team, in the identification, design and implementation of critical gender interventions for UNDP in Ukraine, while maintaining a strong contribution to resource mobilization. Additionally, the position will also require extensive engagement, networking and partnership building with international and national partners, including other UN agencies, government counterparts, civil society and non-governmental organizations, women’s organizations and networks, bilateral and multilateral donors, and private sector actors.

The Gender Analyst will support the development of evidence-based programmes, informed by an in-depth gender responsive conflict analysis, mirroring new approaches in delivering interventions which address the root causes of inequality and result in transformational change. Enablers, such as data collection and analysis, innovation and digitization, are central to the work.  

The incumbent will promote UNDP’s mandate as a gender-responsive organization with zero tolerance to any kind of discriminatory and abusive behavior, including sexual harassment, sexual exploitation and abuse.

Duties and Responsibilities

  1. Provides strategic advice and coordination of the Gender Seal process, focusing on the achievement of the following results:
  • Development of a Gender Strategy and Action Plan for UNDP Ukraine, taking into consideration UNDP corporate recommendations as well as comparative best practices. 
  • Advice and support the CO Senior Management to build strong institutional commitment and leadership to implement UNDP’s Gender Seal Certification criteria.
  • Ensure that the gender focus within the country office is clearly articulated, communicated and supported by all spheres of operations and programming.
  • Advocate and promote a more gender balanced composition of CO; with special focus on attracting, retaining and promoting qualified candidates irrespective of gender in UNDP, especially at the field operations level.  
  • Monitor and share relevant guidelines to CO’s communication and advocacy activities with a view to position UNDP as a key player in advancing gender equality and women empowerment in Ukraine. 

2. Provides programme /project development and management advice, focusing on the achievement of the following results:

  • Contribute to top-quality analysis and substantive inputs to CPD, CCA, UNSDCF, and other strategic documents.
  • Identify opportunities and support the conceptualization of strategic project interventions that respond to the needs and concerns of women and men, as per the in-depth analysis, and are in line with the UN Sustainable Development Cooperation Framework/ UN Transitional Framework, Country Programme Document for Ukraine and UNDP Ukraine Recovery Framework.
  • Contribution to sub-regional, regional and inter-agency initiatives related to
    gender issues.
  • Provide guidance to UNDP programming to ensure that a sound gender analysis informs programme/project design and management; identify strategic actions to be undertaken to improve the quality of implementation, support achievement of related results, and guide on the effective application of the Gender Marker.
  • Provide advice on appropriate gender sensitive indicators across projects, and support colleagues in the monitoring and reporting of results/outputs and objectives against agreed indicators, in close collaboration with M&E colleagues.
  • Preparation of inputs for reporting, including donor and corporate reporting.
  • Provide input to further development, upgrade and guide on utilization of UNDP Ukraine Integrated Monitoring and Reporting Platform so that it is effectively used for capturing and tracking UNDP results in gender equality and women empowerment.
  • Monitor, in partnership with relevant partners and stakeholders, political, economic and social developments trends and issues affecting women’s rights in Ukraine, producing quarterly analytic reports and informing risk management and strategic response to opportunities and challenges within the context of UNDP’s projects in Ukraine.
  • Work closely with UN Women, UNFPA and other UN agencies working in support of gender equality and women’s empowerment to ensure complementarity and achieve greater impact.

3. Provides advocacy and partnership building support, focusing on the achievement of the following results;

  • Support representation of UNDP in fora and meetings related to gender equality where needed.
  • Contribute to the different plan of actions underpinning coordinated policy and programmatic interventions related to the advancement of gender equality and women empowerment across the UN, government, and civil society organisations. Ensure that UNDP speaks to the priority areas identified by key stakeholders and partners and wherever relevant identify new areas of engagement as per UNDPs comparative agenda.
  • Participate in and represent UNDP in activities to highlight key gender equality and women’s human rights issues, and support integration of gender equality issues into the development agenda.  
  • Maintain relationships with UNDP’s partners including other UN agencies, donors, government agencies, and NGOs, on matters related to the promotion of national and sub-national commitments to gender equality with a view of ensuring strategic partnerships and strengthening collaboration.  
  • Ensure the development of a gender communications strategy for UNDP Ukraine as part of the overall Gender Strategy and Action Plan, to build awareness of gender equality issues in Ukraine and the contribution of UNDP towards resolving these.
  • Coordinate UNDP colleagues to contribute to strategic advocacy activities to maximize support of the UN system, government and civil society partners on gender equality in line with international commitments to CEDAW and SDG 5. 

4. Support to resource mobilization, focusing on the achievement of the following results:

  • Support the CO with the development of a RMP which strongly reflect a corporate commitment towards the achievement of gender equality and women empowerment.
  • Identify and follow-up with senior management on strategic opportunities for resource mobilization for implementation of UNDP Ukraine Gender Strategy and across all programmatic interventions to advance women’s role in Ukraine.

5. Facilitates knowledge building and knowledge sharing as required by the organization, focusing on the following results:

  • Organize and conduct trainings to advance gender transformational work in crisis in partnerships with senior management, programme managers, the gender focal points, and operations unit. 
  • Collate and document lessons learned and recommendations for policy dialogue, public advocacy and future programming, and organize dissemination of learning within the CO and with partners.
  • Monitor and report on the implementation of the CO Gender Equality Strategy and action plan.
  • Contribute to knowledge networks and communities of practice. 
  • Monitor and document CO’s contribution to gender equality results for reporting and further communication purposes.
  • Ensure that all staff are equipped to sustainably mainstream gender equality objectives/goals in their respective areas of work in operations/programming and advance gender transformational work that address the root causes of inequality and disempowerment.
    The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education:

  • Advanced university degree (Master’s degree or equivalent) in Social Sciences, Gender or Women’s Studies or other relevant field with a focus on Gender is required.
  • A first-level university degree (Bachelor’s Degree) in Social Sciences, Gender or Women’s Studies or other relevant field with a focus on Gender in combination with two additional years of qualifying experience will be given due consideration in lieu of the advanced university degree. 

Experience:

  • Minimum 2 years (with Master’s degree) or 4 years (with Bachelor’s degree) of professional experience in the field of Social Sciences, Gender or Women’s Studies or other relevant field with a focus on Gender, is required
  • Minimum of 3 years of progressively responsible professional experience at the national or international level addressing the promotion of gender equality and women’s empowerment will be an asset.
  • Experience dealing with a diverse range of partners including government, civil society and private sector will be an asset  
  • Proficiency in use of office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems is an asset.
  • Familiarity with the UN system in general, UNDP in particular and other international organizations of the aid community is an asset.
  • Relevant research and published material an asset.

Language Requirements:

  • Fluency in English and Ukrainian is required.
  • Knowledge of another UN language is desirable.
