DAI is seeking highly qualified candidates for GIS Expert role to conduct a remote Short Term Technical Assistance (STTA) assignment with USAID Governance and Local Accountability (HOVERLA) Activity.

Project Background

DAI Global is implementing the USAID-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv, Ukraine. This Activity is designed for the period 2021 – 2027 to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities.

It is implemented through three main Objectives:

Objective1: Ukraine’s system of local self-governance is increasingly institutionalized and effective

Objective 2: More self-reliant subnational governance

Objective 3: Citizens play an increasingly influential role in local governance processes and

 Purpose

The GIS Expert will work closely with the Senior LED and Asset Management Lead to collect and transfer the communal property data on selected HOVERLA partner CTCs to GIS-Based system, contribute to the development of the Communal Property Registers, and provide capacity-building support and recommendations for assets management tools’ development and utilization in LG.

 Key Objectives of this assignment

(1)Developing GIS-based Communal Property Register for the selected HOVERLA partner CTCs

(2)Conducting collection and transfer communal property data to GIS-based Communal Property Registers

(3)Conducting trainings on GIS-based Communal Property Registers development and utilization  for LG officials

 Specific Tasks of this assignment include

The GIS Expert will be responsible for completing the following tasks during the period of this assignment:

  • Review 20 developed electronic tables of communal property data developed through HOVERLA assistance in previous years.
  • Provide recommendations on improvement of the communal property data inventory process for the selected 20 HOVERLA partner CTCs.
  • Provide technical support for communal property data inventory for the selected 20 HOVERLA partner CTCs.
  • Develop the GIS-based Communal Property Register for 20 selected HOVERLA partner CTCs based on ArcGIS software.
  • Transfer the communal property data to GIS-based Communal Property Registers for selected 20 HOVERLA partner CTCs and support their update.
  • Provide analytical research of 20 LGs’ Communal Property Registers data.
  • Contribute to the design and implementation of 2 (two) capacity building learning sessions on GIS-Based Communal Property Register development and utilization.
  • Provide consultations and recommendations to 20 selected HOVERLA partner CTCs and support them on development of the communal property datasets and registers as well as to assist improvement of their’s organizational capacities.
  • Draft an STTA report documenting all completed STTA tasks, achievements, challenges, findings, and recommendations.
  • Provide recommendations and methodological guidance on disseminating the practice of collecting, analysis and transferring communal property data into GIS systems.

Qualifications

  • Minimum 5 years of relevant professional experience in GIS.
  • Proven experience and skills in the development and utilization GIS-based tools and dashboards Sound knowledge of and substantive experience with utilization State Land Cadaster and State Property Rights Register will be an asset.
  • Experience of supporting local self-government bodies in GIS development and utilization Excellent innovation skills, talent to articulate and convey complex concepts and ideas in simple, practical, and action-oriented terms.
  • An energetic, well-organized, and self-directed individual with sound technical skills in GIS, analytical and problem-solving ability, and high ethical standards. 
  • Ability to respond effectively to time-sensitive inquiries. 
  • Experience of conducting training events on GIS for representatives of local self-government bodies.
  • Strong GIS and MS Office skills.
  • Knowledge and understanding of decentralization and regional development reforms, public administration, and local self-governance.
  • Strong facilitation / communication skills.
  • Proficiency in Ukrainian / working knowledge of English preferred.
