Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the Country Office to fill the position of the:

Head of Human Relation Unit (full-time, Kyiv)

(internal SAP code: Head of Human Resources)

Areas of responsibility:

Head of Human Relation Unit:

  • Leads HR team (up to 10 colleagues), maintaining their efficiency, motivation and group spirit to ensure high standards of HR service quality provision to internal clients.
  • Uses best HR practices to implement corporate strategy and goals in the sphere of personnel planning and development, focusing on staff care and support.
  • Supports and contributes to global initiatives and programs in the area of processes automation and digitalization.
  • Ensures internal and external networking between different groups and thinks and acts outside the boundaries of the immediate team.

Tasks:

Head of Human Relations Unit is expected to:

  • Develop and implement local HR strategies aligned with the company’s objectives and local regulations as well as adapting corporate HR policies to local context.
  • Establish and maintain HR-related processes within the company, operational (i.e. policies, concepts, strategies) and administrative tasks.
  • Contribute to development and implementation of GIZ UA strategy in all the area related to personnel planning, development, retention etc.
  • Collaborate with senior management of GIZ UA to align HR policies with company goals and objectives.
  • Support GIZ UA management team in all HR-related aspects, providing advisory and consulting upon request.
  • Oversee all staff administration activities in coordination with external provider, ensuring compliance with Ukrainian labor legislation and GIZ rules and regulations.
  • Maintain clear and transparent recruitment process in the company, promoting diversity, equal rights and inclusion.
  • Foster a positive work environment in the company, promote Employer Branding activities, monitor employee satisfaction level and ensure comfortable place for work for national employees.
  • Promote Corporate Health Management activities in the company, with a special focus on mental health and wellbeing.
  • Ensure wide variety of developmental activities available for national colleagues to improve their technical and soft skills and promote internal career development of colleagues.
  • Manage Compensation and Benefits in alignment with corporate policies, ensure they are relevant to and up to date with the market, advising management on this area, build relevant communication for managers and employees.
  • Take responsibility for the creation and control of administrative documents flow, personnel files, contracts, payroll accounting for all national personnel.
  • Secure all personnel-related activities in GIZ UA are implemented in compliance with local labor legislation as well as in accordance with compliance rules of GIZ.
  • Maintain visa support for international staff, ensuring smooth processing and compliance with Ukrainian immigration laws.
  • Oversee military service recording for national staff is done in compliance with national regulations including smooth waiving process for colleagues.
  • Runs HR-related tenders, e.g. training providers, medical insurance, external consultants, etc.
  • Make sure personnel database (SAP) is always up-to-date, set up relevant HR analytics and reporting.
  • Share his/her professional knowledge, promoting development of HR team members. Lead by example in implementing corporate culture and principles.

Required qualifications, competences and experience:         

  • Proven experience at least 3-7 years as an HR leader or similar role, preferably in an international setting.
  • In-depth knowledge of Ukrainian labor laws and HR best practices.
  • Strong leadership skills with the ability to inspire and motivate a diverse team.
  • Strategic mindset with the ability to drive organizational change and development initiatives.
  • Excellent communication and interpersonal skills.
  • Customer and goal orientation, with strong analytical and decision-making skills.
  • Fluency in Ukrainian and English, both written and spoken.
  • Master’s degree in human resources, sociology, law, economics, or related field required.

Employment conditions

Full-time position with 40-hours working week. Place of assignment is Kyiv. The contract duration is 1 year, prolongation is possible. Starting as soon as possible.
