Вакансія: HR Officer

The Investment for Business Resilience Activity (formerly known as the Financial Sector Reform Activity) in Ukraine is a five-year program funded by the United States Agency for International Development (USAID) and managed by DAI Global LLC (DAI). The purpose of the activity is to transform the country’s financial sector into a sophisticated, well-functioning, competitive market that is aligned with European Union (EU) standards and integrated into international financial systems. This transformation will mobilize private finance for sustained economic growth in Ukraine.

 The IBR is looking for candidates to fill in the HR Officer, LTTA in Kyiv or Lviv.

 PURPOSE OF THE ROLE: 

The HR Officer provides operational support to the project team and HR Manager in all activities related to Human Resources, according to DAI’s policies and procedures, and USAID requirements. He/she is responsible for handling HR administrative tasks, maintaining accurate personnel records, and ensuring compliance with company policies and legal regulations.

  OBJECTIVES AND DUTIES: 

  • Under supervision of the HR Manager, manage the process for recruiting short-term consultants, including: Identify qualified candidates and invite them to apply for employment; screen and short-list candidates in collaboration with the Technical team; arrange and participate in interviews, and make hiring recommendations; notify applicants of the results of the selection process and prepare job offers; check references and documents of applicants before making an offer; ensure a transparent and bias free recruitment process.
  • Assist in preparation of employment agreements and modifications for Ukraine IBR staff and their timely extensions.
  • Assist in planning and delivering training sessions with regards to human resources.
  • Assist in process for completing annual and probationary employee performance evaluations.
  • Assist in updating personnel and policy manual and implementation of new policies from HO or management.
  • Ensure all documentation is provided to departing staff including exit orientation, return of all project properties to relevant departments; assist in drafting termination letters (when needed).
  • Enter HR data into Technical & Administrative Information System (TAMIS) and generate required reports.
  • Maintain system for personnel files (LTTAs and STTAs).
  • Prepare Annual and Other Leave orders; Maintain a database of all leaves taken and available on a YTG basis.
  • Provide support on HR projects development new initiatives.
  • Perform all closeout related duties for Human Resources throughout final project closedown.
  • Substitute HR Manager during her absence.
  • Under HR Manager supervision handle ICA process: prepare ICA drafts and other related documents (invoice and act of acceptance templates, etc.); Ensure timely log-in and tracking, invoices and payment backup documentation. 
  • Establish and maintain a database of all ICA contracts with dates of contract start and completion end dates. 
  • Assist with proper archiving of HR documentation on the project Share Point. 
  • Ensure efficient documentation workflow, including timely signing of the documentation and mailing to counterparts. 
  • Timely liaison with GDIP on various HR issues, recruitment of short-term consultants, etc. 
  • Perform other duties as assigned by Supervisor.

  QUALIFICATIONS: 

  • Bachelor’s degree.
  • 7+ years of Human Resources operational experience.
  • Familiarity with international donors preferred; prior experience with USAID-funded projects preferred.
  • Demonstrated experience working with diverse teams in a fast-paced environment.
  • Strong organizational skills.
  • High attention to details in documentation process management.
  • Excellent interpersonal skills, including a track record of successful coordination and effective working relations with employees and third-party service providers.
  • Strong communication skills both written and oral in English and Ukrainian.
