Project Summary:
The U.S. State Department Monitoring, Evaluation and Audit Services for Reporting (MEASURE) project will provide the U.S. Department of State with monitoring services to monitor the delivery and use of U.S. foreign assistance in Ukraine. The project will involve working with grantees to develop monitoring plans identifying performance indicators to report progress, compiling submitted data into reports for State Department review, and overseeing visits to sites where the U.S. assistance is being utilized to verify assistance is being used as intended.

Position Summary:
The Human Resources (HR) Manager will provide strategic HR input for effective planning and management. The HR Manager will also be responsible for managing all human resources functions for the MEASURE office in Ukraine. The Manager will report directly to the Operations Manager and work closely with project staff and partner organizations to contribute to MEASURE’s success. This role will be a full-time position located in Kyiv, Ukraine.
Responsibilities:
- Support the Operations Manager to ensure effective staffing and operations of the MEASURE office, in coordination with the Operations Manager, headquarters (HQ), and project staff.
- Advise the Operations Manager and Field Team Leader on project HR issues in light of Ukrainian labor laws, USG regulations, and MSI policies.
- Oversee the program’s administrative systems, processes, and resources in line with best practices, relevant laws, and regulations.
- Manage recruitment, including posting vacancy notices online, filtering CVs, arranging interviews with potential candidates, coordinating interview questions and feedback, and maintaining all relevant documentation on the process and collecting all relevant documentation from candidates.
- Plan and execute orientation and induction of all new staff to MEASURE policies and procedures.
- Plan and oversee staff training when needed.
- Work closely with the MSI Headquarters team to finalize staff agreements and contract extensions.
- Work with the Accountant to make sure payroll is accurate and ensure compliance of MEASURE staff timesheet procedures.
- Manage local employee benefits and ensure that all MSI employees have health and other required insurance coverage.
- Supervise selected MEASURE administrative staff directly, as required.
- Administer annual performance management and merit processes, including coaching, and documentation.
- Perform other tasks as assigned by the Operations Manager and Field Team Leader.
Qualifications:
- Bachelor’s degree is required, preferably in public administration, business administration, or other relevant areas.
- Minimum three years of relevant experience, preferably at a multinational company, is required.
- Experience with USAID/USG-funded projects is strongly preferred.
- Strong organizational skills to meet deadlines are required.
- Strong communications skills, both oral and written are required.
- Fluency in English and Ukrainian is required.
