BACKGROUND AND PURPOSE OF THE ASSIGNMENT: 

After months of rising tensions between Ukraine and the Russian Federation (RF), there has been a significant escalation in armed hostilities in Ukraine as of 24 February 2022, with increased shelling reported in several cities in Ukraine in addition to the areas already in conflict in the east of the country.

Following discussions with the Ukraine United Nations Country Team (UNCT), OCHA, the clusters and other working groups, and aligned with the IACP, WFP will temporarily amplify the capacity of the in- country humanitarian system for an initial period of three months, until the situation has been reassessed, the Government and other humanitarian agencies have scaled up their own mechanisms and/or the crisis has eased. WFP will work on two tracks in parallel. Firstly, WFP will fill gaps in the response to crisis- affected populations through the provision of immediate food assistance using a combination of cash- based transfers (CBT) and in-kind modalities. Secondly, WFP will support other humanitarian agencies through logistics and telecommunications-related support as well as other on-demand services, as required. 

The Food Security and Livelihoods Cluster supports the overall operational response in Ukraine through the coordination of tracking needs, maintaining data related to partner responses, and managing relationships with all stakeholders engaged on food security programming. The incumbent Information Management Officer will support the overall food security coordination in Dnipro, as the important launching area for operations in eastern Ukraine.

ACCOUNTABILITIES/RESPONSIBILITIES:

  1. The Information Management Assistant supports the FSLC Co-Coordinators by supporting the collection of data and information required to make programmatic decisions. As such, the incumbent should liaise and communicate with a diverse group of stakeholders and act as a ‘bridge’ between food security decision makers and technical information management staff. Consistent information sharing by partners facilitates project tracking and monitoring, and ultimately result in evidence-based decision making for strategic intervention and improved implementation.

  2. Report to the FSLC Co-Coordinator and respond to the FSLC partners’ needs for information.

  3. Provide IM services to the cluster for key decision-making, including managing the FSLC IM tools. These services will include data collection, cleaning, collation, analysis, and dissemination processes relevant to the needs of the sector. This may require building additional and appropriate capacity through the training of additional staff and managing, organizing, and conducting these activities.

  4. Proactively gather information from FSLC partners and other organizations which may be of use to the FSLC for informing decisions.

  5. Identify secondary data and information resources as needed.

  6. Organize and manage the data input and initial analysis and presentation of data for the FSLC, including setting up the FSLC IM Data Collection Tools in accordance with the country context.

  7. Create, manage, and maintain contact directories and mailing lists of FSLC.

  8. Establish, collect information for and maintain Who does What Where When and How Often (5W) database and derivative products, such as maps and dashboards.

  9. Based on collected data, conduct needs and gap identification for the FSLC; facilitating and agreeing benchmarks to enable prioritization within the cluster.

DELIVERABLES AT THE END OF THE CONTRACT:

  1. Well managed food assistance coordination structure, including a well organised database.

  2. High quality analytical products detailing the ‘5Ws’ (partner activities and locations.

QUALIFICATIONS & EXPERIENCE REQUIRED: 

Education: University Degree-level qualification or equivalent in the social sciences, economics, or international develop studies.

Experience: 1-3 years experience working as a data or information management officer. Willingness and ability to work in difficult environments, in often stressful time- critical situations.

Knowledge & Skills: 

  •  Strong knowledge of and experience in using advanced Excel.
  • Advanced communication skills – both written and oral.
  • Ability to solve problem quickly and proactively anticipate bottlenecks.

Languages: Fluency in both oral and written communication in the Ukrainian and English.
