Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the programme “Support to the Decentralisation Reform in Ukraine / U-LEAD with Europe Phase II” to fill the position:

Integrity Advisor (full-time, Kyiv)

(internal SAP code: Anti-corruption and Integrity (incl. Compliance) Advisor)

U-LEAD with Europe: Ukraine – Local Empowerment, Accountability and Development Programme is a multi-donor action of the European Union and its member states Germany, Sweden, Denmark, Poland, Estonia and Slovenia which supports the efforts of the Ukrainian government in the area of decentralisation and regional development, as a top priority on its political agenda. The reform aims at promoting a viable and empowered local self-government (LSG) and thus bringing a positive change to people’s lives. Its success was acknowledged by the European Commission which recognised decentralisation in its Opinion on Ukraine’s application for European Union (EU) membership as “one of the most impactful and successful reforms implemented in the country”.

Building new and strong Ukraine with the atmosphere of integrity and transparency is among the priorities of Ukrainian Government. Martial law and humanitarian aid distribution in Ukraine exposed a line of challenges to be addressed to minimise corruption risks. It needs to be assured that arriving aid is managed in a proper and adequate manner, as well as to secure transparency of the procedures and their compliance with the law.

Investments planned by EU and further development of Ukraine after the war will require transparent mechanisms of their distribution both on national and local levels. The massive financial support envisaged for reconstruction intends to support the country to build itself back better and to introduce reforms in ‘rule of law, anti-corruption and anti-fraud, as well as good governance’ that further constitute essential conditions of EU membership. The need for integrity and transparency is evident, especially within the context of public procurement and financial management, in the interest of attracting investment for reconstruction.

Areas of responsibility:

  • Providing expertise and advice on integrity, transparency and corruption prevention to U-LEAD with Europe and its partners;
  • Preparation and management of financing agreements and service contracts to implement the activities planned in the field of integrity and anti-corruption, other U-LEAD capacity development measures;
  • Quality assurance of capacity development measures and other activities on the topic;
  • Engagement in monitoring and communication activities.

Tasks:

  • Take an active role in design and development of operational planning considering capacity development needs of the national level and local self-government bodies in Ukraine and changing legal frameworks;
  • Contribute to design, management and implementation of U-LEAD with Europe activities in Ukraine;
  • Research the trends and best practices in local self-government and their legal framework in the area of expertise;
  • Moderate, facilitate and deliver (if necessary) capacity building measures for national level and local self-government bodies in the field of responsibilities;
  • Liaise with U-LEAD advisors, international and national experts and other implementing partners contracted by U-LEAD;
  • Ensure quality control of materials provided by the contracted experts;
  • Provide inputs and feedback to training and other materials provided by U-LEAD with Europe units upon request;
  • Collect, study and analyse information about the relevant legislation in integrity and anti-corruption, provide input and feedback;
  • Contribute to the preparation and implementation of events, incl. round tables, discussion forums and workshops on anti-corruption and other issues;
  • Participate in meetings and working groups on the relevant topics;
  • Contribute to U-LEAD monitoring and evaluation (M&E) and data management;
  • Provide input to reports, briefings, presentations, summaries of reports in English and Ukrainian;
  • Maintain good flow of communication and information between all involved counterparts;
  • Support implementation of other project activities and assigned tasks;
  • Provide strategic support and advisory to the Unit and the Programme overall;
  • Represent U-LEAD with Europe at the external thematic meetings, conferences, workshops when delegated by the Programme;
  • Comply with GIZ rules and standards.

Requirements:

Qualifications

  • Master’s degree (or equivalent) in public management, law, social sciences or other related fields.

Professional experience

  • At least 3 years of work experience in public sector, other related areas (e.g. public management, political science, social sciences, organisational development etc.);
  • Experience in designing and delivering capacity development measures;
  • Experience in project management;
  • Experience of work in an international environment;
  • Knowledge of public administration in Ukraine at national, oblast and local level;
  • Knowledge of civil society and international organisations in the field of anti-corruption.
  • Good understanding of administrative and territorial reform and anti-corruption agenda in Ukraine;
  • Knowledge of local self-government standards, needs and problems;
  • Work experience in the field of anti-corruption as well as professional experience in local self-government is an advantage.

Other knowledge, additional competences

  • Strong organisational and planning competences;
  • Excellent communication, presentation and organisational skills;
  • Excellent written and spoken Ukrainian, very good command of written and spoken English;
  • Very good working knowledge of IT instruments and computer applications (e.g. MS Office);
  • Readiness for occasional business trips within Ukraine, in compliance to the current GIZ travel policy;
  • Diligence and responsible work ethic;
  • Availability to take on responsibility and a corresponding sense for responsibility;
  • Ability to work under challenging conditions and tight deadlines, flexible and able to work with people of different professional and cultural backgrounds, result-oriented, well organised and motivated.

Employment conditions

Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting July 2023. The contract duration is until the end of December 2023, although this may be subject to extension.
