Вакансія: Іnvеstmеnt Funds ЕU Асquіs Lеgаl Ехpеrt (сonsultаnt posіtіon)

The Financial Sector Reform Activity (FSR) in Ukraine is a five-year program funded by the United States Agency for International Development (USAID) and managed by DAI Global LLC (DAI). The purpose of the activity is to transform the country’s financial sector into a sophisticated, well-functioning, competitive market that is aligned with European Union (EU) standards and integrated into international financial systems. This transformation will mobilize private finance for sustained economic growth in Ukraine.

The FSR is looking for candidates to fill in the Investment Funds EU Acquis Legal Expert consultant position.

PURPOSE OF THE ROLE:

The National Security and Stock Market Commission (NSSMC) requested USAID FSR to assist with finalizing the preparation of the draft law on investment funds (Draft Law).

The aim of the consultancy is to provide assistance to the NSSMC with further assessment of the Draft Law’s compliance with the Listed EU Acts. This must be done by way of preparation of a comparative table of the implementation of the Listed EU Acts into the text of the Draft Law.

OBJECTIVES AND DUTIES:

The Consultant will perform the following tasks:

• Analyse the Investment funds EU acquis and assess whether the suggested legislative solutions correspond to the EU Acquis, review and comment draft legislation from the EU Acquis perspective.
• Organize the carried assessment into a written deliverable (an alignment table). Report findings and conclusions to management and stakeholders, collect feedback, and react to it.

QUALIFICATIONS:

• Higher educational degree in Law, Masters is a preference.
• At least 7 years of experience in the legal sphere related to Ukrainian capital markets instruments and infrastructure.
• Experience in drafting Ukrainian legislative acts and/or amendments to Ukrainian legislative acts.
• Profound knowledge of the EU Acquis and proven experience in alignment of national frameworks with the EU Acquis
• Proficient with Microsoft Office Suite and other tools used to conduct and communicate research and projects.
• Fluency in Ukrainian (at least advanced level) and good command of English (at least intermediate level).
• Excellent written and oral communication skills.
