Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the Programme “ Special Assistance Program in Ukraine / EU4ResilientRegions” to fill the position:
Junior Accounting Specialist (full-time, Kyiv)

Since the start of Russia’s war of aggression against Ukraine in February 2022, the communities in the north, east and south of Ukraine have been particularly affected – some have suffered severe damage, while others were temporarily occupied. More than 14 million people have been forced to flee their homes. Around seven million internally displaced people have settled in safe areas of Ukraine. The host communities’ capacities urgently have to be improved so that they can meet people’s needs.
Activities under the Special Assistance Programme Ukraine have been adapted accordingly to assist partners with crisis management, promoting mental health, and delivering psychosocial support.
Governmental and non-governmental institutions in selected communities in Ukraine are delivering needs-based services to meet people’s essential needs and protect the population.
The programme is focused on empowering local social, health care and administrative institutions to improve access to and the quality of services in line with the public’s needs. To this end, it organises training for medical, social and administrative personnel on a wide range of topics.
To promote closer links and mutual support between civil society stakeholders, the programme provides essential technical equipment for public spaces in the partner communities. These spaces facilitate self-organisation among internally displaced people in particular.
The programme offers emergency assistance to partner communities, including equipment to allow them to help internally displaced people, such as generators, heaters and other goods. Modular solutions enable the communities to develop their social and health care capacities and provide temporary housing for internally displaced people.
Key responsibilities:
- Ensuring that financial administration functions well in accordance with GIZ standard procedures and EU regulations;
- Effectively coordinating with the staff of the finance team in the GIZ Country Office or the GIZ Head Office;
- Cash payments and deposits at the bank.
Tasks:
Managing the daily cash fund
- Processing vouchers collected daily;
- Reconciling the cash book and cash account daily;
- Reporting on any surplus or shortfall in cash;
- Reporting without delay if the cash holding reaches a minimum level.
Online Banking
- Creating payments via online banking for approval by the respective supervisor;
- To be responsible for the communication with the payment service provider (online banking).
Invoice Checking and Local Subsidy
- Conducting an initial arithmetic calculation of third-party invoices;
- Ensuring the correctness of invoices by third parties;
- Preparing third-party vouchers for the following posting;
- Filing vouchers and preparing the forwarding to the accountant for posting;
- Consulting recipient of financial subsidies and partners of GIZ in terms of invoice handling.
Cash Management and Management of Unsettled Items
- Administration of physical cash flows and the project cash desk;
- Initiating cash withdrawals for the projects and providing a service-oriented cash management;
- Reimbursement of costs of project staff against proof of payment for project related activities;
- Monitoring real accounts (payables, receivables) and reports regularly to the officer responsible.
Travel Expense Settlement and Reimbursement
- Checking travel expense report of staff for approval by the respective supervisor;
- Reimbursement of travel expenses of project staff against proof of payment for project related activities.
Other services
- Managing the filing of inventory and the inventory record according to GIZ standards;
- Maintaining and keeping record of the project inventory catalogue;
- Initiating the labeling of new inventory items and refreshing inventory records accordingly;
- Conducting a yearly physical inventory;
- Ensuring the quality of supporting and logistical tasks;
- Conducting a monthly check up of fuel consumption.
General services for GIZ-assisted projects/programmes
- Carrying out accounting tasks using WINPACCS accounting software and preparing monthly end-of-period accounts and bank reconciliation vouchers;
- Submitting the end-of-month accounts from the project accounting, cash books and account balance vouchers (through or from WINPACCS) to the officer responsible for the contract and cooperation and forwards them to GIZ Head Office.
Other duties/additional tasks
- Reporting of all problems with financial administration and compliance without delay;
- To be responsible for filing in accordance with GIZ rules and EU regulations;
- Performing other duties and tasks at the request of management.
Required qualifications, competences and experience:
- BA in accounting and auditing or similar area;
- At least 2 years’ professional experience in a comparable position;
- Knowledge of accounting software;
- Good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office);
- Confidential handling of data and information;
- Very good knowledge of Ukrainian and English, ideally a knowledge of German;
- Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management;
- Experience with accounting systems is an asset.

Employment conditions
Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration is until March 2024, prolongation is possible.
