About the project:
Alinea International implements a number of projects in Ukraine, including a five-year project Support to Ukraine’s Reforms for Governance (SURGe). SURGe is funded by Global Affairs Canada. SURGe’s Ultimate Outcome is to help the Government of Ukraine (GoU) to design and deliver governance and economic reforms that better respond to the needs of its citizens.

Reform initiative and position summary:
SURGe provides technical assistance to SCMU and multiple Ministries to:
(i) increase their capacity in the development of policies/reforms, strategic planning, monitoring and evaluation using the Results-Based Management (RBM) methodology, which is already embedded into Ukraine’s legislation;
(ii) implement a citizen-centric approach to policy development according to GBA+ methodology as stated in Ukraine’s legislation;
(iii) support Government-wide piloting of the ProjectUA IT tool for national planning and monitoring.

To achieve these objectives, SURGe Project is looking for а Junior C1 COPR (Citizen-Oriented Policy Results) Expert who will be working with the team to help design policies/reforms using RBM and GBA+.

Level of effort: Full time, Monday-Friday. The expert will be based in Kyiv.

The duration of the contract is 6 months with a possibility of extensions (subject of approval and implemented deliverables during a previous deployment).

For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).

Indicative duties and responsibilities (scope of work):
• Support the Senior COPR Expert/Head of Capacity Building in organizing the delivery of capacity building programs;
i. co-develop presentation materials on RBM/COPR for capacity building programs;
ii. translation of materials if needed;
iii. develop schedules and agendas for workshops;
• Facilitate Strategic Sessions on particular policies for Ministries: these sessions combine RBM/COPR training on results planning, integration of citizen needs with immediate and practical application to develop the ministries’ specific plans (policy passports) and usage of the ProjectUA IT tool;
• Review of the resulting ministerial proposals for the GoU documents and adherence to RBM/COPR;
• Liaison with Ministries to assess training needs and ensure applicability of capacity building programs;
• Organize trainings, develop materials, manage sessions (manage Zoom breakout rooms etc);
• Ensure that participants fill-in pre- and post-training evaluation;
• Prepare and submit reports of the held strategic sessions to SURGe management;
• Manage archives of developed LMs, PMFs and Action Plans;
• Ensure inputting of data into ProjectUA IT tool;
• Perform translations of developed LMs, PMFs;
• Other tasks related with development and delivery of capacity building programs, per request;

Preferred qualifications and skills:
• Minimum 1 year of experience in delivering trainings, strategic sessions;
• Ability to coach and mentor, excellent communication skills, strong ethics, well-balanced and mature personality, positive attitude to the job;
• Understanding of Results-Based Management (RBM) and experience in implementation is a plus;
• Experience in international organizations, reform projects at the governmental level is a plus;
• Professional knowledge of PowerPoint, ability to produce high-quality visual material;
• Strong organizational skills, ability to work under tight deadlines;
• Excellent knowledge of Ukrainian, ability to speak and write clearly and correctly, including experience of work with government documents;
• Professional knowledge of English, strong writing skills, experience in translations;
• Experience in data collecting and analysis is a plus;
• Citizen of Ukraine.
