Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project «REYOIN: Economic integration of working age population in Ukraine» to fill the position of the:
Labour Market Policy Advisor (full-time, Kyiv)

The Sustainable Economic Development Cluster of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH comprises various projects implemented on be-half of the German government supporting Ukraine to develop a resilient and competitive economic sector. Partners of the projects are Ukrainian ministries on the national level, administrations on regional level, stakeholders on the municipal level, and private sector companies.
The project REYOIN is implemented by GIZ on behalf of the Federal Ministry for Eco-nomic Cooperation and Development (BMZ); the political partner is the Ministry of Economy of Ukraine.
The objective of REYOIN is to promote the socio-economic integration of IDP, local communities and returnees by improving policies, employment services, job matching and cooperation between relevant stakeholders on national, regional and local level.
As part of REYOIN, you will closely cooperate with public and private institutions, civil society and other partners, as well as ensure interaction with other relevant (GIZ) pro-jects. Your emphasis will be on supporting the Ministry of Economy of Ukraine (MoE) in its reform efforts in principle and specifically in further developing its Employment Strategy, the Law on Employment and supporting relevant chapters for EU Accession. You will be working in a sensitive and complex environment which is highly dynamic and socially and politically charged.
This position foresees regular travel to implementation partners and stakeholders within Ukraine and occasional travel to EU countries.
Key responsibilities:
- Coordinating analysis, planning and implementation of support measures for employment and labour market relevant policies and processes, e.g. the Employment Strategy including an Action Plan on its implementation, the Law on Employment, EU Acquis Chapters 2 / 3 / 19 for EU accession process, Labour Market Policy Advice.
- Identifying and addressing training and support needs of MoE by formulating Terms of Reference for external expert support, supervising the implementation of contracts, and capturing results and preparing them for result-based monitoring system of the project.
- Building up and maintaining an expert network within labour market and employment relevant institutions of Ukraine and in EU Member States.
- Prepare analytical materials, policy briefs, and recommendations for improving relevant policies.
- Supporting implementation of priority activities of the Employment Strategy Action Plan on national, regional and local level.
- Facilitate stakeholder dialogues, coordinate events, workshops and national / international study visits.
- Developing, supporting, monitoring and reporting on results oriented international networks and partnerships.
- Assessing and taking up identified issues from local level for policy making and improvement of efficiency and quality in service provision.
- Establishing, maintaining and ensuring excellent communication flows based on mutual confidence and trust with all relevant stakeholders (political and implementation partners as well as other relevant public, private or civil society entities).
- Supporting the planning and the monitoring activities in Ukraine, including timely contributions of accurate information to the overall results-based monitoring and knowledge management processes.
- Cooperation with GIZ local staff in selected pilot regions.
Required qualifications, competences, experience and personal competences:
- Master’s degree or equivalent in political sciences, economics, social sciences or any other relevant field with a focus on labour market policies.
- Minimum 3 years of proven professional experience in a comparable position.
- Sound knowledge of labour market and local economic development and respective national policies and initiatives (e.g. employment policy).
- Experience in employment promotion, especially in active and passive labour market instruments.
- Proven track record in working with Ukrainian Ministries.
- Gender sensitive work experience is required, working experience with vulnerable groups, especially IDPs and / or returning Ukrainians is considered an asset.
- Proven experience in organisational / institutional development, change management methods and institutional reform.
- Proven experience in liaising with stakeholders such as government officials, private sector representatives, and civil society actors, including proven experience initiating and/or facilitating multi-stakeholder dialogues, especially public and civil society sector.
- Excellent representative competences and diplomatic skills, in particular networking and negotiating as well as a high degree of discretion, integrity and sense of tone.
- Advanced project management skills and ability to self-organise and prioritise tasks.
- Ability to perform under pressure, including timely delivery of high-quality results.
- Strong communication and team skills, including cooperation with people of different backgrounds and cultural backgrounds.
- Work experience in (international) technical assistance, particularly in the field of development cooperation is considered an asset.
- High proficiency in written and spoken Ukrainian and English is mandatory; knowledge of German is considered an asset.
- Very good working knowledge of ICT technologies and relevant applications.
- Readiness and ability to take up new topics and/or tasks and upskill, if necessary.
- Willingness to travel locally and abroad (depending on the security situation).

Employment conditions
Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration will be 12 months with the possibility of prolongation.
