Project Summary:
The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a six-year USAID initiative that has the objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance in Ukraine. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anti-corruption efforts, and reduce citizen tolerance of corruption. SACCI works with a wide spectrum of anti-corruption stakeholders, including specialized anti-corruption bodies, governmental institutions at national and local levels, the private sector, and civil society watchdog organizations. Support of merit-based competitions for heads of anti-corruption institutions is one of the key priorities for SACCI. It is important to ensure that future heads of the institutions have an irreproachable reputation, strong managerial capacities, and unquestionable integrity. On 15 January 2024, the powers of the head of the National Agency on Corruption Prevention (NACP) will expire. The Cabinet of Ministers of Ukraine will adopt the composition of the commission for the selection of the new Head and the selection process will begin.

Position Summary:
The Legal Analyst will provide assistance to the Secretariat of the NACP’s Head selection commission regarding the facilitation of the integrity checks of the candidates, focusing on information from open sources and information delivered by other stakeholders if needed, and other support needed for the facilitation of the merit-based selection process of the NACP’s Head. This will be a short-term position with an expected level of effort of up to 60 working days.
Responsibilities:
- Carry out integrity background checks of candidates for NACP’s Head, including but not limited to the evaluation of candidates’ asset declarations, relevant open-source data, and information provided by third parties.
- Draft individual portfolios for each candidate as the expected number of candidates will be defined by the selection commission.
- Draft individual integrity questionnaires to be sent to the affected candidates and collect and review candidates’ responses for NACP’s Head selection.
- Inspect and process data received from other stakeholders.
- Assist the Head of the Secretariat in drafting letters, answers to the request, etc.
- Participate in the meetings of the selection commission if needed.
- Perform other tasks defined by the Head of the Secretariat.
Qualifications:
- Master’s degree in law, public administration, or political science is required.
- Minimum three years of experience with a focus on legal writing, research, and analysis is required.
- Experience with international projects in the sphere of judicial/ anti-corruption reform preferred.
- Ability to conduct information searches in databases and analyze other online resources to produce balanced and credible situation descriptions based on multiple data sources.
- Strong organizational skills to meet deadlines.
- Fluency in written and spoken Ukrainian and working proficiency in English is required.
