The regional project Capacity Development for Climate Policy in the Countries of South-Eastern and Eastern Europe, the Southern Caucasus and Central Asia, Phase III (CDCPIII) works in the project region on behalf of the German Federal Ministry for Economic Affairs and Climate Action (BMWK).
- Selected measures (advisory services, implementation of dialogue events, pilot projects, studies, etc.) are implemented in very close coordination with the client to strengthen capacities for ambitious climate protection policies.
- Cooperation with selected partner countries – including Ukraine, which has recently received EU co-financing – on a longer-term basis and support to the implementation processes of the respective national commitments to implement the Paris Climate Agreement and the EU Association Agreement. Experience gained and project results achieved are made available to the partner countries and are fed into the international expert committees and networks.
In Ukraine CDCPIII supports the establishment of a Climate Innovation Resource and Consultative Centre (the “Ukrainian Climate Office”) with an EU co-financed measure and thus strengthens the capacity of government, companies and NGOs/CSOs for climate protection measures. The objective of the measure “Capacities for Climate Action” in Ukraine is to significantly contribute to the achievement of climate neutrality in Ukraine in 2060. Therefore, the cooperation advises the preparation of policies and implementation of measures in Ukraine that effectively support the transition to a climate-neutral, clean, resource-efficient and secure energy supply and use.
Responsibilities
The Liaison Partnership Advisor shall serve as a point of contact and communication between the project, GIZ, EU, BMWK, the Ministry of Environmental Protection and Natural Resources of Ukraine (MEPR) and other climate related national and international stakeholders. Its primary role is to facilitate collaboration, exchange information, and coordinate activities or initiatives that involve both the project, Ministry of Environmental Protection and Natural Resources of Ukraine (MEPR) and other climate related stakeholders.
- Communication: Maintaining regular and effective communication channels with MEPR to convey the project’s needs, concerns, and objectives.
- Information Exchange: Sharing relevant information, reports, data, and updates between the project and MEPR to ensure both parties are well-informed about developments and initiatives.
- Coordination light: Coordinating meetings and discussions between project representatives and MEPR officials and other stakeholders to discuss activities.
- Advocacy: Advocating for the project’s interests and priorities within the context.
- Contributing to the overall goal of the project: Support the team of the project in implementation of project related tasks.
- Problem Identification: Addressing any issues, conflicts, or challenges that may arise between the project and MEPR, and working towards amicable solutions.
- Conceptualising the ideas and tasks to be performed with relation to climate change.
- Support in developing the capacity of ministry’s staff and other government agencies to understand and address climate change issues effectively, based on the discussions with MEPR.
- Stakeholder Engagement: Collaborate with various stakeholders, including environmental organizations, industry representatives, and local communities, to gather input, build consensus, and promote cooperation on climate initiatives.
- Research and Innovation: Stay updated on the latest climate research and technological innovations, and provide recommendations for integrating new solutions into policy and action plans.
Required Qualifications, Competencies and Experiences:
- A University degree (post-graduate) in an area that is related to the project’s objectives – e.g., Economics, Climate Change, Environmental Management, Business Administration and/or Sustainable Development.
- 10 years or more of relevant work experience in climate policy and project implementation and management related work; advisory or consulting services.
- In-depth knowledge of Climate Policy, and its implementation in Ukraine.
- Knowledge and proven working experience of the EU Association Process.
- Sound knowledge of and working experience with Ukraine public and private sector in relation to climate change, sustainable development, and /or Just Transition.
- Demonstrable ability and skill to work in partnership with a range of stakeholders and on different levels, including government, private sector and non-profit and experience in the conceptualisation and management of partner and results oriented consulting assignments.
- Experience in preparing and conducting stakeholder engagement sessions of diverse nature.
- High level of flexibility and ability to engage proactively, time efficiently and competently in new and varying assignments, as well as strong interpersonal skills.
- Excellent knowledge of ITC technologies and MS Office applications (Outlook, Word, Excel, PowerPoint, MS Teams), as well as online collaboration tools.
- Fluency in English and Ukrainian, both written and spoken.

Employment conditions
Full-time position with 40-hours working week. Place of assignment is Kyiv. The assignment starts asap. Contract till the end of June 2024.
