DAI is seeking highly qualified candidates for Local Taxes Expert (LTE) role to conduct a remote Short Term Technical Assistance (STTA) assignment with USAID Governance and Local Accountability (HOVERLA) Activity.

Project Background

DAI Global is implementing the USAID-funded Governance and Local Administration (HOVERLA) Activity, based in Kyiv, Ukraine. This Activity is designed for the period 2021 – 2027 to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities.

It is implemented through three main Objectives:

 Objective1: Ukraine’s system of local self-governance is increasingly institutionalized and effective

Objective 2: More self-reliant subnational governance

Objective 3: Citizens play an increasingly influential role in local governance processes and

 Purpose

The Local Taxes Expert (LTE) will work closely with the Fiscal Decentralization Advisor to provide an evidence-based package of recommendations to improve the legislative framework for the distribution of powers between tax authorities and CTCs and held a series of comprehensive public discussions to ensure that analyze different approaches and come to an agreement on an approach that is acceptable and feasible for all stakeholders. The analysis should include an assessment of the potential to expand the tax base by enhancing asset management, conducting land inventories, and exploring other areas to increase local revenues.

 Key Objectives of this assignment

(1) In cooperation with MCTD, MoF, VRU Committee on Finances, Tax and Customs Policy, VRU LG Committee, VRU Committee on Economic Development elaborate analytical policy paper on streamlining the distribution of powers between tax authorities and CTCs.

(2) Provide an evidence-based package of recommendations to improve the legislative framework for the distribution of powers between tax authorities and CTCs.

 Specific Tasks of this assignment include

The Local Taxes Expert will be responsible for completing the following tasks during the period of this assignment:

  • Review the current legislation governing the powers to administer local taxes and fees and present it in the form of business process model.
  • Collect data and identify the major problems impeding the smooth collection of local taxes and fees.
  • Analyze the potential for expanding the tax base by improving asset management, conducting land inventories, and exploring other opportunities to increase local revenues (in implementing this task expert through guidance of Objective 1 team will cooperate to objective 2  to get feedback from activities  4.1 and 2.4.9
  • Identify possible options for redistributing powers between local tax authorities and local governments, and present these in the form of a business process model (BPM). The BPM visualizes the existing processes, including:
  • Facilitate a Local Tax Administration Changes policy dialogue at the local and national levels including MCTD, MoF, VRU Committee on Finances, Tax and Customs Policy, VRU LG Committee, VRU Committee on Economic Development. This may require in-person participation in meetings in certain CTCs, with up to two such trips anticipated during the assignment.
  • July 2024, a two-day trip, dates TBD – Lviv (Lviv Oblast), round table on Administering Local Taxes and fees (TBD).
  • September 2024, a two-day trip, dates TBD – Lviv (Lviv Oblast), final conference on the distribution of powers between tax authorities and consolidated territorial communities (TBD).
  • Draft the recommendations on legislative changes.
  • Present the developed proposals on the distribution of powers between tax authorities and CTCs at a final conference.
  • Draft an STTA report documenting all completed STTA tasks, achievements, challenges, findings, and recommendations.
    • Input/output data, stakeholders involved, and operations/transactions.
    • Identification of major bottlenecks and inefficiencies at both legislative and operational levels.
    • Opportunities for process automation.

Qualifications

  • At least 5–7 years of professional experience in public finance, tax administration, or local governance.
  • Experience working on projects related to public finance, tax administration, or local governance, preferably within the context of decentralization reforms.
  • Proven experience in analyzing legislation, developing policy recommendations, and drafting legislative amendments.
  • Experience facilitating dialogues with governmental bodies, such as ministries and parliamentary committees, and working with local authorities or communities.
  • Experience managing short-term projects with multiple deliverables, including the organization of events like conferences and workshops.
  • Strong ability to analyze complex legislation and fiscal policies and identify practical solutions.
  • Demonstrated skills in drafting policy documents, legislative proposals, and reports.
  • Ability to respond effectively to time-sensitive inquiries.  
  • Strong interpersonal skills, written and oral communication skills
  • Strong computer skills (MS Office)
  • Flexibility to work on a short-term basis with the possibility of travel within Ukraine if necessary
