BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The objective of a country-level Logistics Cluster is to ensure that timely, coherent and effective logistics support to humanitarian aid/relief operations is possible (within funding and security constraints). WFP as lead agency of the Logistics Cluster is accountable to work in partnership with humanitarian stakeholders to deliver a strategic response, based on operational gaps (as per the IASC Guidelines on Cluster Coordination at Country Level). Within each country-level Logistics Cluster Lead Agency is a Logistics Cluster Coordinator (as per the IASC Generic Terms of Reference for Sector Leads at Country Level), who is responsible to lead and facilitate this process. Based on the needs identified and expressed by the humanitarian community, the Cluster will assume a coordination and information management role, while attempting to facilitate common services where required to maximise the use of available resources in-country, provide support and advocacy surrounding customs clearance and government liaison, and establish a more coordinated and cost-effective operational approach.

KEY ACCOUNTABILITIES (not all-inclusive)

• Support the Country Office and country-level Logistics Cluster team in monitoring the provision of common services made available through the Logistics Cluster.
• Verify complete and coherent Service Request Forms (SRFs) are received and entered into RITA in a timely way according to established procedures; liaise with Service Users to update data on their SRFs as required.
• Liaise with the Logistics Officer in charge of Cluster operations, or designated responsible staff (and other actors to cross-check data for accuracy; ensure that cargo documentation (Waybills, GRNs, Bills of Lading, etc.) is received, reconciled against requests, and properly catalogued/filed.
• Support field Logistics Officers/Storekeepers/etc. as required to collect information on received, dispatched, and released cargo; and, to resolve discrepancies between SRFs, cargo documentation, and physical inventory of stocks at Common Service locations.
• Register all data, including details of all logistics transactions related to cargo that is handled and transported through the Logistics Cluster coordination mechanism by utilizing RITA.
• Support the Logistics Cluster operations officer to establish and coordinate reporting procedures, and provide assistance to logistics staff in meeting reporting requirements.
• Work with the Logistics Officers and the commodity tracking data to provide service users with timely and relevant reports on their consignment status.
• Liaise with Logistics Officers and Information Management Officers regarding dissemination of, and requests for, reports for other agencies.
• Use Microsoft Excel to generate tables, charts, reports based on RITA data that illustrate cargo flow as entered into the system.
• Assist with the training of new logistics officers/assistants/storekeepers as required to ensure proper management of non-WFP stocks and proper reporting of daily/weekly/monthly activity.
• Manage and verify TPO/SES for invoicing of common services transport.
• Create, track and close Purchase Orders in system.
• Perform other duties as may be required.

DELIVERABLES AT THE END OF THE CONTRACT:
Utilize the Relief Item Tracking Application (RITA) for capturing key data to manage and monitor common service provision: (1) provide support to Service Users and Service Providers to ensure data collection (i.e. daily reporting on operational activities) conforms to established standards; (2) ensure regularly consolidated updates on the status of services accepted, in-progress, and closed are available as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:    University degree social sciences, business, logistics, international relations, communications, journalism or related field; or the equivalent combination of education and experience
Experience:    Humanitarian logistics experience, experience with cargo tracking or database maintenance/data entry, and knowledge of the Logistics Cluster’s concepts and operations.

Knowledge & Skills:  

  • Good communication skills; excellent written and analytical skills.
  • Basic knowledge of country wide logistics operations.
  • Basic knowledge of Cluster activities and humanitarian architecture. 
  • Sound knowledge of Microsoft Windows, MS Excel, MS Word, MS PowerPoint and other related software.
  • Understanding of cargo handling procedures relevant to the Cluster.
  • Working knowledge of Relief Item Tracking Application (RITA). 
  • Strong understanding of database management.
  • Strong data analytical tools
  • Ability to understand and consider diverse opinions and points of view, and ability to work effectively and respectfully with people from all backgrounds.
  • Ability to take decisions, especially in high pressure environments and adapt in situations of rapid change.

Languages: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Experience in commercial or humanitarian transportation sectors.
• Experience monitoring and reporting on transport and freight market conditions and trends.
• Experience in dealing with shipments and clearing imports/exports with customs officials.
• Experience coordinating procurement and transportation processes with other units/ teams.
• Experience in warehouse and commodity management.
• Experience working with corporate systems (databases, software).
