Pact Inc. is implementing a USAID-funded project Community Action for HIV Control. The project goal is to accelerate Ukraine’s efforts to achieve HIV epidemic control by 2030 by improved prevention, testing and linkage to care among key and priority populations.

Position Purpose

Pact is seeking applications for the position of M&E Senior Officer. Under the M&E and SI Senior Advisor supervision, the M&E Senior Officer will be responsible for program duties as assigned.

Key Responsibilities:

· Provide mentoring and support for the capacity building of MEL team members (including partner staff) to maintain an excellent MEL system through regular communication and guidance
· Integrate periodic evaluations as an integral part of M&E system
· Identify, analyze, synthesize lessons learned from program implementation and communicate lessons learned to relevant technical and senior management
· Supervise completeness and quality of data gathering from local partners
· Coordinate the process for dispersing information through publications, reports and presentations focused on lessons learned, key findings and recommendations based on project’s data
· Support project-level monitoring of Community Action activities through the maintenance of internal electronic and paper-based recording systems and providing necessary data for program reports and deliverables. Supervise reviewing, updating and maintaining program data collection tools, both electronic and paper-based.
· Provide training and technical assistance to partners and staff on data collection and reporting
· Aggregate and analyze partner reports. Support partners in developing and maintaining internal data collection tools and procedures.
· Supervise data analysis for internal and external reporting as per USAID and program requirements.
· Store primary (source) documents on all Community Action – organized activities. Develop Community Action primary (source) data collection documents and tracking tools, ensures their availability and updated on the shared server.
· Prepare reporting documents for COP and DCOP review.
· Process data verification between Community Action primary (source) documents and tracking tools/on-line electronic database (EDB) and Partner data and provide mentoring on data verification for other M&E specialists and M&E assistant
· Support program staff in study designs developments, data collection and interpretation
· Perform all work safely and maintain a safe working environment;

Basic Requirements:

· Master’s degree in Medicine, Sociology, other social sciences or equivalent working experience
· At least 3 years of working experience in M&E or data analysis area, with preference working in international technical assistance programs.
· Proficiency in English and Ukrainian is required.

Preferred Qualifications:

· Experience in the area of HIV/AIDS
· Administrator-Level Experience with ITC Datacheck
· Excellent organizational skills and ability to work independently with minimal supervision, to prioritize multiple assignments in a fast-paced environment, to meet deadlines, and to exercise good judgment.
· Excellent communication skills
· Excellent skills in computing, word processing, work with tables and graphs/diagrams, and internet use.
· Analytical skills
· Pro-active, intuitive, fast-thinker, team player.
