HEKS/EPER UKRAINE is looking MEAL ASSESSMENT OFFICER in Odesa, Ukraine. Base in Odesa.
JOB OBJECTIVE
Under the direct supervision of MEAL Coordinator, MEAL Assessment Officer is responsible for the implementation of HEKS/EPER Ukraine specific assessments, including their conception, preparation, implementation and follow-up. Research will be carried out to support possible program interventions with limited data collection capacities and to facilitate efficient and targeted humanitarian response to the Ukrainian crisis.
MAIN TASKS AND RESPONSIBILITIES
The MEAL Assessment Officer responsible for:
- Ensuring research design and the analysis and dissemination of collected data is undertaken in close coordination with HEKS/EPER requirements.
- Ensuring that assessment strategies are implemented in a structured and coherent manner in line with project and strategic objectives and donor expectations.
- Manage HEKS/EPER assessment field staff to ensure a smooth and timely implementation of data collection activities.
- Ensuring a timely and coherent data collection, cleaning and analysis.
- Writing of timely and accurate assessment reports and other result outputs in line with donor requirements and according to HEKS/EPER quality standards.
- Supporting the development and revision of assessment as and when requested by HEKS/EPER Management.
- Assist in liaising with programme staff of HEKS/EPER to ensure close coordination and information sharing is maintained.

Number of people to manage and their position:
daily workers when those are hired specifically for conducting research and assessments
Competencies & requirements
ACCOUNTABILITY TO COMMUNITIES AND BENEFICIARIES
- Ensuring that all relations with the communities, partners are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about HEKS/EPER programme objectives, activities, beneficiary selection criteria, and methodologies.
CONFIDENTIALITY AND DATA PROTECTION
- The Assessment Officer will maintain the strictest confidentiality on all data collected and related processes. He/she will actively take measures to prevent the unauthorized sharing of any information and data belonging to HEKS/EPER and its partners, or collected during his/her assignment with HEKS/EPER.
REQUIREMENTS
- Excellent academic qualifications, including a Master degree in a relevant discipline;
- A minimum of 1 year of relevant working experience, preferably in information management in humanitarian settings;
- Excellent communication and drafting skills in English for effective reporting;
- Excellent analytical skills;
- Team management experience;
- Ability to operate in a cross-cultural environment requiring flexibility;
- Familiarity with the aid system, and understanding of donor and governmental requirements;
- Prior knowledge of the regions an asset;
- Proficiency in English is required (ability to work in English and write and review Enlish research documents);
- Fluency in Ukrainian is an asset;
- Ability to operate Microsoft Word, Excel and Project Management Software;
- Ability to work independently and in high-pressure environments
