Monitoring and Evaluation Specialist (full-time, Kyiv)

The M&E Specialist will be responsible for the implementation of the monitoring and evaluation activities of in the Cluster “Good Multi-Level Governance” of GIZ Ukraine. The Cluster joins several projects of German-Ukrainian bilateral technical cooperation that deal with strengthening the governance of different levels of government in a context of recovery, reconstruction and modernisation. The M&E Specialist will be a part of the M&E team of the Cluster and develop and maintain a sophisticated and widely acknowledged results-based monitoring system. The Specialist will be responsible for the projects “Good governance through GovTech and transparency in Ukraine”, “Integrated urban development II” and “Strengthening Ukraine’s EU Alignment in the Rule of Law”. Jointly with the technical advisors of the projects, she/he will constantly provide relevant data to measure results and impact of the projects. Furthermore, she/he will be responsible to mediate between data requirements of GIZ and / or the commissioning parties and the projects, thus ensuring correct aggregation of data and information. She/he will in addition ensure compliance with GDPR (EU General Data Protection Regulation) in the cluster and handle respective cooperation with the GIZ data protection team.
Tasks:
- maintaining of monitoring and evaluation system of projects of the cluster according to GIZ standards;
- monitoring of projects’ result and output indicators;
- support of reporting obligations on project level;
- identifying needed data and good practices;
- assessment and measurement of sector wide aggregated indicators according to relevant project indicators, in line with impact and result monitoring;
- improving of the baseline, collection, entering and presentation of data out of surveys;
- contribution to the overall monitoring, knowledge and data management;
- complying with GIZ rules and standards;
- ensure compliance with operational data protection management in the projects, by establishing a process and guiding the projects in this regard;
- cooperation with the GIZ data protection team;
- identifying external contractors in Ukraine and abroad;
- preparing and coordinating preparatory documents for procurement contracts of services and goods;
- accompanying the fulfillment of the contract, checking the factual accuracy of invoices and report;
- ensuring the storage of project-relevant documents;
- knowledge management and active participation in GIZ M&E expert networks;
- support of event management (e.g. training) within the cluster;
- other activities and tasks upon the instruction of the manager.
Qualifications, competencies and experience required:
Qualification and Experiences
- Graduate of Social Studies, Economics or in a related field or equivalent training/experience;
- At least 3 years professional experience in a comparable position;
- Proven experience in development and management of monitoring and reporting in an organization in a similar international context;
- Expertise on qualitative and quantitative data collection methods and their implementation, expertise in data aggregation, data management and data analysis, expertise in statistics;
- Proven experience in processing and presentation tools;
- Proven experience in operational data protection management
- Proven experience in reporting for donor and co-financing organizations;
- Proven experience in the presentation of monitoring data and project results; Asset: Basic knowledge of and interest for the Ukrainian government’s reform agenda, in the field of good governance, EU Association, urban planning and development, public finances;
- Very good working knowledge of IT technologies and computer applications (e.g. MS Office, especially MS Excel to calculate indicators).
Further knowledge/Personal Competencies
- Willingness to continiously improve knowledge about operational data protection management;
- Team player with excellent intercultural competences and experience of working in an international context;
- Excellent verbal and written communication skills;
- Strategic approach, excellent analytical skills;
- Ability to work flexibly and independently, often under tight deadlines;
- Full professional working proficiency in English and Ukrainian; knowledge of German is an asset;
- Ability to work in an open office working environment and/or remotely;
- Readiness for ongoing professional development.

Employment conditions
The assignment starts 1 January 2024. Full-time position with 40-hours working week. Place of assignment is Kyiv. For now, the contract duration is till the end of 2025, with a probability for prolongation.
