IREX office in Ukraine seeks a qualified professional to fill the position of Monitoring, Evaluation and Learning (MEL) Assistant for Veterans Reintegration (VR), United Voices in Action (VIA) Program, and Ukraine Rapid Response Fund (URRF) programs. Other programs may be added to this portfolio based on the needs of the IREX Ukraine office.

The MEL Assistant will be responsible for provision of day-to-day support in the implementation of monitoring and evaluation systems of IREX Ukraine programs, contributing to the collection, analysis, and interpretation of data for MEL activities and impact research. The MEL Assistant will work under the Senior MEL Specialist and closely with the Data Specialist in the team to ensure that program activities are well-documented and program output and outcome indicators are measured in alignment with established data collection processes. The MEL Assistant role will involve data entry, support management conduction of surveys, maintenance of data recordkeeping, assisting in data analysis and report drafting, and helping to identify areas for improvement and learning opportunities within IREX to continually enhance the impact and efficiency of the programs.

Your Background & Skills

  • Bachelor’s Degree in a relevant field such in a relevant field, such as international development, social sciences, statistics, economics, public health, or a related discipline
  • Minimum of 1+ years of experience in monitoring and evaluation, preferably in the context of USG-funded projects or international development programs. Familiarity with the US Department of State’s MEL policies and guidelines is a plus.
  • Familiarity with data analysis software (e.g., Excel, SPSS, or R) and the ability to perform basic data analysis tasks, data cleaning and simple statistical analysis.
  • Familiarity of data collection, entry, and data management tools, including data visualization tools.
  • Experience in provision of support to implementation of project evaluations, surveys, questionnaires, and field data collection activities.
  • Some experience in conducting research, literature reviews, or data collection, even if it’s through academic projects or internships.
  • Experience in maintaining and managing MEL databases and systems, ensuring data integrity, security, and compliance with relevant regulations.
  • Strong computer skills, including proficiency with Microsoft Office Suite (Excel, Word, PowerPoint).
  • Proficiency in Ukrainian and a good knowledge of English, both written oral required.
  • Demonstrated very good communication skills and follow-up.
  • Strong attention to detail to ensure data accuracy and quality.
  • Demonstrated ability to work effectively as part of a team, with a willingness to learn from more experienced colleagues.
  • You must have unrestricted authorization to work in Ukraine.

Your Daily Tasks

  • Contribute to the development and maintenance of timelines and work plans for MEL activities.
  • Assist in organizing and coordinating data collection activities, ensuring they are conducted in a timely and efficient manner.
  • Maintain a well-organized filing for all MEL-related materials and reports developed under the programs.
  • Help in the preparation and distribution of data collection tools and survey instruments to assigned program staff or program partners.
  • Track data collection progress, providing regular updates to the MEL team and program managers.
  • Support the development and maintenance of databases and data management systems.
  • Participate in data entry and cleaning activities, ensuring accuracy and completeness of collected data.
  • Assist in the generation of routine and ad-hoc reports, presentations presenting monitoring findings.
  • Assist in the coordination of external evaluations and assessments, liaising with external consultants or vendors as necessary.
  • Support the process of collecting feedback from program beneficiaries and stakeholders and ensure that their perspectives are integrated into MEL processes.
  • Participate in regular program check-in meetings and discussions, providing input on MEL-related matters.
  • Assist in the preparation of reports for donor and various stakeholders.
  • Assist in communication with external partners, donors, and/or other organizations, providing them with necessary MEL-related information.
  • Maintain records of communication and interactions with stakeholders, ensuring that all relevant information is properly documented.
  • Support communication with program partners and subgrantees, responding to MEL inquiries, sending out information, and scheduling meetings or calls as needed.
  • Draft and format documents such as contracts, agreements, MOUs, and others for external vendors in line with IREX operational standards.
  • Assist in the preparation of funding proposals and grant applications with gathering relevant MEL data and evidence to support the proposals.
  • Assist in coordinating meetings between the MEL team and potential partners, preparing agendas, presentations, and follow-up materials.
  • Assist in the development of budgets and financial projections for MEL-related activities, working closely with IREX finance department.
  • Prepare financial documentation in line with IREX procurement requirements.
  • Maintain a well-organized filing of financial documents related to MEL activities, ensuring easy access to financial records and reports.
  • Assist in maintaining and improving the quality of MEL activities and outputs by implementing and monitoring quality assurance processes.
  • Help organize and participate in training sessions and workshops to enhance the skills and knowledge of IREX programs team members in MEL methodologies and tools.
  • Participate in after action review sessions (AARs) and brainstorming discussions, offering ideas and solutions to address challenges and obstacles.
  • Actively seek opportunities to enhance MEL teamwork and MEL processes and propose improvements to the Sr MEL Specialist as needed.
  • Other duties as assigned.

This position is eligible for Telework. The eligible employee is a regular, full-time Ukraine-based staff who works from a worksite outside the Ukraine office for one or more days a week. 

This position is not eligible for Immigration Sponsorship.
