Learn to Discern in Education (L2D-Ed) is implemented by IREX with the support of the US Embassy in Ukraine and in partnership with the Ministry of Education and Science of Ukraine, the Ministry of Culture and Information Policy of Ukraine, and the Academy of Ukrainian Press.
L2D-Ed aims to strengthen Ukrainian teachers’ and students’ resilience to disinformation and manipulation by enhancing their critical information engagement skills, and to create demand for high-quality information in the Ukrainian secondary education system at large. The project involves developing and training teachers with educational media literacy materials, conducting research, and delivering training for other target audiences (university professors, civil servants, representatives of local governments, etc.).
The Monitoring, Evaluation, and Learning (MEL) Officer will support the project’s monitoring and evaluation efforts and track its efficiency. The MEL Officer will guide all daily MEL activities, including evaluation surveys, data analysis and research studies, communications with contractors and program team members, and preparing reports and presentation for funders and stakeholders.

Your Background and Skills
- Bachelor’s degree in statistics, public policy, international development, economics, social sciences, mathematics, psychology, data science, or related field.
- Minimum of 3+ years of relevant experience in a MEL position supporting the execution of MEL activities on international development projects.
- Very good command of English Language and Ukrainian is required.
- Expertise in developing and managing MEL systems and instruments.
- Experience with data quality assessments and oversight.
- Knowledge of the major evaluation and research methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies are required.
- Experience planning and managing surveys, including the development of data collection tools from scratch.
- Extensive knowledge of data cleaning guidelines and processes.
- Experience in creating online survey forms in MSForms, Alchemer or similar.
- Proficiency with Microsoft Office (Excel, PowerPoint, Word, and Outlook).
- Knowledge of analytical software and data visualization tools. Knowledge of SPSS will be a plus.
- Familiarity with procedures for donor reporting.
- Ability to meet deadlines and manage multiple tasks.
- Demonstrated high attention to detail.
- Must demonstrate valid proof of unrestricted work authorization in Ukraine.
Your Daily Tasks
- Support systematic data collection and analysis of progress toward Activity key performance indicators.
- Regularly review the program’s data collection processes, performing data quality assessments and adjusting as needed.
- Clean, aggregate, and analyze monitoring data.
- Develop data collection instruments and flows to ensure data integrity and validity at the output and outcome levels.
- Analyze M&E data and results to determine the impact of program activities and progress toward achieving goals and objectives. Use the analyzed data to produce internal reports and research.
- Design the methodology and tools for evaluation studies and impact research, in particular in the media literacy field.
- Prepare data summaries, analyses, visualizations, and reports, and review the results and learning sections of program reports in collaboration with program staff.
- Apply a Gender Equality and Social Inclusion (GESI) lens to the project’s M&E.
- Seeks ways to streamline processes and increase efficiency in gathering and using performance information in order to maximize program impact and development of media literacy skills.
