OBJECTIVES OF THE PROGRAMME
The mission of WHO’s Health Emergencies Programme is to help countries to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.The WHO country office works with the National Authorities to achieve the highest standard of health as a fundamental human right, based on equity and on SDGs principle of leaving no one behind. WHO actions are engrained in the WHO 13th General Programme of Work with its 3 prong objectives of promoting healthier populations, keeping the world safe through addressing health emergencies, and protecting the vulnerable through Universal Health Coverage. WHO’s mandate revolves around six core functions: (i) providing Global Health leadership; (ii) shaping the health research agenda; (iii)setting norms and standards; (iv) articulating evidence-based policy options;(v) providing technical support to countries; and (vi) monitoring and assessing health trends. The WHO Country Office is an integral part of the WHO Regional Office for Europe. Its main role is to facilitate and coordinate all WHO activities at country level and to implement the European Programme of Work2020-2025 -“United Action for Better Health in Europe” which sets out a visionof how the WHO Regional Office for Europe can better support countries inmeeting citizens’ expectations about health. WHO at country level delivers this through practical, actionable and country focused solutions to health challenges, keeping in perspective that achieving health and well-being is a whole-of-society endeavor.
DESCRIPTION OF DUTIES
Key duties:
- Provide daily management, monitoring and technical support as regards the assigned programmatic activities at country level;
- Preparation and monitoring of project/programme implementation work plans and schedules;monitoring and quality assurance of work packages and workflow follow-up ensuring achievement of the targets within the pre-set constrains (scope, time,budget);
- Conduct on-going monitoring and evaluation of the performance against the targeted results in accordance with the WHO and/or donor requirements and WHO impact framework;
- Provide regular updates on a consistent basis to various internal and/or external stakeholders and prepare progress reports as per the needs and in line with any specific requirements in play and within the set deadlines;
- Conduct timely and sound financial management of the available resources as to ensure smooth activities implementation within the set budget. Manage and exercise control over the budgets, cash flows, expenditures. Ensure eligibility and correctness of the expenditures against the approved budget and applied financial rules and procedures;
- Provide support in developing, updating and adapting relevant strategic or operational documentation (including but not limited to plans, tools and templates, briefings, reports,advocacy and training materials, etc.) as per the needs and in coordination with the WHO Regional office for Europe;
- Provide technical and organizational support for the preparation, carry out and proper reporting and follow-up on coordination meetings, capacity building events, international or national missions by WHO, other partners, experts, etc.;
- Assist in coordinating and facilitating improved information and knowledge management within the team for the purpose of monitoring and evaluation, organizational learning and reporting, with a particular responsibility for maintaining and improving the activities databases/lessons learnt log.
- Perform other duties as required by the supervisor for the successful implementation of the project and assigned tasks.
REQUIRED QUALIFICATIONS
Education
Essential: University degree (Bachelor’s level) in business/public administration, international relations, economics or similar area, relevant to this position.
Desirable: Master’s degree or advanced training in any of the above.
Experience
Essential: At least five years of experience in project management and/or monitoring and evaluation of donor-funded programmes/projects within the national context. Demonstrated experience working with multiple stakeholders such as national policy makers and/or NGOs in the area of public health.
Desirable: Demonstrated experience in planning,coordination and implementation of health-related projects or programmes.Relevant experience with(in) WHO, UN agency or international organization.
Skills
Demonstrated knowledge of the goals and procedures of international organizations (United Nations system, donors,major non-governmental organizations) and European Union-funded health projects in countries.
Emotional intelligence; Ability to identify and manage one’s own emotions, as well as helping others to do the same.

REMUNERATION
Remuneration comprises an annual base salary starting at USD 37,537 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
