National Security and Risk Management Advisor (full-time, Kyiv/Lviv)

Key responsibilities:
Ukrainian national Security Risk Management Advisors (N-SRMAs) are based in Kyiv and Lviv and will be embedded in GIZ Ukraine’s Risk Management Office (RMO). The RMO team is responsible for all risk and security-related issues and procedures of GIZ’s operations in Ukraine. The RMO’s role involves conducting security risk assessments and briefings, escorting business trips by GIZ staff, assessing potential GIZ offices, distributing security updates, managing the Emergency Mass Notification System (EMNS), and organizing various security/first aid trainings. The RMO is headed by an international Senior SRMA, who in turn is assisted by a Senior N-SRMA based in the Country Office.
The N-SRMA is responsible for:
- Analysis and Security Updates:
- Conducting Site Security Assessments (SSAs) and Reviews of GIZ offices;
- Maintaining networks with UA security agencies and security staff of IOs, NGOs, embassies and sharing security analysis and reports;
- Keeping the RMO Electronic Risk Mapping updated.
- Operations and Security Trainings:
- Carrying out safety/security tasks relating to the Country Office when required, including maintaining fire safety;
- Delivering Country Security Briefings, EMNS onboarding and issuing ID cards when required;
- Ensuring timely EMNS Alerts and security advice is sent to relevant GIZ UA staff;
- Monitoring the GIZ UA Emergency Number when required;
- Assisting with running SRM trainings when required for Eg: 1st Aid, Fire Safety, HEAT, EORE;
- Escorting and assisting international staff and their families with local liaison during business trips to UA when required.
- Emergency Mass Notification System (EMNS) and database management:
- Updating the EMNS database as notified by HR about personnel changes;
- Updating RMO’s various SharePoint portals;
- Maintaining online databases and records of SRM trainings and Security Briefings.
- Logistics:
- Procurement of SRM goods and services, coordinating with GIZ’s Country Office Finance Unit;
- Maintaining RMO stocks of stationary and responsibility for the RMO office inventory;
- Substituting for Senior N-SRMA in security tasks when required by Head of RMO;
- Completing the GIZ work timesheet (ZAS) by end of month when supporting projects directly.
Required qualifications, competences and experience:
- University degree; preferably in a Social Science-related field;
- 2 – 3 years of experience in Crisis Management / SRM positions in an IO / I-NGO. Experience in GIZ is highly advantageous;
- Experience in conducting online briefings and trainings is desirable;
- Intimate knowledge of current regional and national political and security context is essential;
- Demonstrable knowledge and existing security-related networks; including in eastern UA;
- Coordinating safety trainings; such as Fire Safety; First Aid; and HEAT is essential;
- Information analysis as well as producing security assessments in very good written English;
- Excellent knowledge and experience with MS SharePoint and electronic mapping;
- Very good spoken and written English language skills is essential and German desirable;
- Provable self-organizational skills in high-tempo risk management scenarios;
- Excellent interpersonal and communication skills with a ‘service mentality’.

Employment
Full-time position with 40-hours working week. Contract duration is 1 year. Prolongation is possible.
