Proposal Summary:  

This prospective project will provide the US State Department with monitoring services to monitor the delivery and use of US foreign assistance in Ukraine. The project will involve working with grantees to develop monitoring plans identifying performance indicators to report progress, compiling submitted data into reports for State Department review, and overseeing visits to sites where US assistance is being utilized to verify assistance is being used as intended.

Position Summary: 
This is a mid-level, fulltime Office Manager position is based in Ukraine. This position is contingent upon award.

Responsibilities: 

  • Oversee payment of local staff, local and regional consultants and related travel and per diem expenses.
  • Maintain office inventory. Implement a system of asset control that accounts for all reportable assets acquired under the program. Project inventory should be updated on a daily basis as needed.
  • Provide logistical support for conference and workshop organization.
  • Write travel clearance requests and provide logistical organizational support for visiting consultants.
  • Ensure that office managerial, administrative, procurement and financial procedures comply with MSI and client procedures and regulations.
  • Represent the program with local administrations (social security, tax authorities, landlords, etc.).
  • Review and monitor time sheets for the short-term local staff and process short-term consultancy and long-term employment contracts.
  • Maintain personnel files, ensuring that required documentation is on file, and address Human Resources issues with office staff.
  • Respond to inquiries regarding local personnel, policies, accounting, finances and other project activities and developments.
  • Execute and monitor ongoing procurement of office equipment and supplies and maintain strong guidelines regarding appropriate use of project assets.

Qualifications

  • University degree in financial management, accounting, business administration, or related field.
  • Five years of professional experience in project administration, finance and office management.
  • Previous experience working with NGOs or international contractors is highly desired.
  • Proficiency in MS Office and ability to use the internet.
  • Ability to maintain confidential information and work with a wide variety of people.
