The Opportunity
The Good Governance Fund (GGF) Lot 2A is a Technical Assistance Facility (TAF) funded by the UK, which will provide the detailed design and delivery of tailored technical assistance and capacity building projects primarily operates in Ukraine; However, GGF could cover other countries in the region such as Georgia, Moldova, and Armenia upon FCDO’s decision. Program priorities and Duty statement will be expanded to other countries as well when FCDO extends its geographic coverage.
The focus areas of the GGF, including Lot 2A are:
1. Reform to the regulation of the business environment and economic governance, to support alignment with international standards and promote broad-based economic growth and job creation, including through small- and medium-sized enterprise development and attraction of foreign direct investment.
2. Institutional capacity building to develop more effective governance, public administration, and management of public finances, in order that governments in target countries become increasingly accountable and responsive to the needs of citizens.
3. Anti-corruption measures and judicial reform to strengthen the rule of law, reduce opportunities for corruption and increase the capacity of countries to address corruption when it does occur.
4. Modernisation of key sectors (such as energy, banking) and reform of state-owned enterprises to support transition to market-driven, modern economies.
5. Stronger and more independent media and civil society to ensure that the public can engage in active, informed debate and to enable governments to effectively communicate the benefits of reforms to its citizens
The TAF’s role will be to respond to concept notes received from the Portfolio Management Unit (PMU), by designing projects. Once the TAF designs the project, the TAF will re-submit the design to the PMU for approval. Once the PMU approves them, the TAF will then implement the project.
The Operations Assistant, reporting to the Operations Lead, is responsible for providing ongoing operational support to the project team focusing on procurement, finance administration and other related issues of the projects’ implementation.
Core Responsibilities
Administrative Support
- Organisation of the procurement processes including market search, receipt of quotations, bids or proposals, their evaluation, and negotiation of certain conditions of contracts in full compliance with FCDO and Abt Associates rules and regulations. Support the procurement process to ensure that it is fair, competitive, transparent, ethical and provides the best value for money.
- Maintenance of the asset register, conducting periodic inventory check, review of assets for their disposal; ensuring accuracy of inventory data.
- Provide assistance with due diligence process of downstream partner in compliance with FCDO and Abt’s Due Diligence requirements.
- Provide operational support to project activities, ensuring that project team and programme staff have the support required to implement the projects.
- Provide assistance in human resources related issues.
Finance Assistance
- Provide support to the finance administration activities related to projects implementation: cooperation with vendors, checking supporting documents and reports, assisting in preparation of the projects’ budget.
- Provide assistance in timely processing of payments – collecting and checking the receipts and invoices, ensuring compliance with the requirements.
- Contribute to programme reporting, budgeting and forecasting process.
What We Value
- Relevant professional training in business administration, procurement, accounting.
- At least 3 years of professional work experience in the administrative assistance of donor funded development projects or related field.
- Experience of administration/office management.
- Excellent organisational skills. Ability to set priorities, multi-task.
- Strong analytical and computer skills and attention to detail.
- Excellent written and spoken English and Ukrainian communications skills.
