 DAI is seeking highly qualified candidates for Organizational Performance Assessment (OPA) Consultant, ICA role to join USAID Governance and Local Accountability (HOVERLA) Activity remotely. Interested candidates should submit their application through the following e-mail:  [email protected]

Project Background

 DAI Global is implementing the USAID-funded Governance and Local Administration (HOVERLA) Activity, based in Kyiv, Ukraine. This Activity is designed for the period 2021 – 2027 to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities.

It is implemented through three main Objectives:

 Objective1: Ukraine’s system of local self-governance is increasingly institutionalized and effective

Objective 2: More self-reliant subnational governance

Objective 3: Citizens play an increasingly influential role in local governance processes

 

 Purpose

The Organizational Performance Assessment (OPA) Consultant will work closely with the MEL Director to conduct Organizational Performance Index (OPI) assessments for selected HOVERLA partner CTCs, LG Associations, and CSOs, contribute to the implementation of OPI learning sessions, and provide capacity-building support and recommendations for further customization of the OPI tools.

 

Key Objectives of this assignment

(1)Conducting OPI Assessment

(2)Identifying  OPI Learning Practices

(3)Conducting OPI session and assisting HOVERLA to customize OPI tolls

 

Specific Tasks of this assignment include

The OPA Consultant will be responsible for completing the following tasks during the period of this assignment:

  • Review OPI assessment methodology and tools according to Year 5 AWP (Annual Work Plan) strategic approach and activities and make relevant revisions.
  • Develop/include in OPI methodology CTC Graduation Plan which can serve as a tool for measuring CTC achievements in institutionalizing HOVERLA technical assistance on organizational and services improvement and demonstrate good abilities for replicate best practices to other communities      
  • With designated HOVERLA staff, prepare for and conduct OPI assessments for selected HOVERLA partner CTCs (up to 25). LG Associations (up to 4) and CSOs (up to 8) and write the associated OPI assessment reports for each organization assessed using the standard template. If applicable, the OPA Specialist may provide consultations and recommendations to entities and help them prepare organizational development plans and improve their organizational capacities.
  • Contribute to the design and implementation of OPI learning sessions.
  • Draft an STTA report documenting all completed STTA tasks, achievements, challenges, findings, and recommendations.
  • Conduct small scale survey on selecting /identifying 5 cities within HOEVRLA’s Year 5 geographic coverage with the most enabling environment for economic development and best practices for citizens’ engagement in identifying /prioritizing community needs and conducting joint planning

*Payments will be based on the Deliverables and Payment Schedule, i.e. upon delivery of the services specified in this Terms of Reference and their acceptance by the HOVERLA Supervisor.

 

Reporting:

The Organizational Performance Assessment (OPA) Consultant will work under the supervision of HOVERLA MEL Director. The Consultant will provide reports upon completion of the deliverables.

To ensure the delivery of the above tasks, the Consultant will:

  • Liaise and ensure constant communication/coordination with HOVERLA Project regarding all aspects of the assignment.
  • Submit all the deliverables for review, comments and approval to HOVERLA as requested.

Hold consultations with HOVERLA Project as requested.

 

Qualifications

  • Minimum 5 years of relevant professional experience in the management of organizational capacity development programs.
  • Must be well versed and competent in all aspects of USAID programs’ monitoring, evaluation, and learning and related USAID compliance.
  • Strong skills in the development and utilization of appropriate and practical organizational capacity development programs. Sound knowledge of and substantive experience with utilization of OPI assessment methodology is an advantage.
  • Excellent communication and negotiation skills, ability to influence and persuade others, generate enthusiasm and excitement, and talent to articulate and convey complex concepts and ideas in simple, practical, and action-oriented terms.
  • An energetic, well-organized, and self-directed individual with sound technical skills, analytical and problem-solving ability, and high ethical standards. 
  • Ability to respond effectively to time-sensitive inquiries.  
  • Strong interpersonal skills, written and oral communication skills.
  • English language proficiency.
  • Strong computer skills (MS Office).
