DAI is seeking highly qualified candidates for Performance indicators Expert role to conduct a remote Short Term Technical Assistance (STTA) assignment with USAID Governance and Local Accountability (HOVERLA) Activity.

Project Background
DAI Global is implementing the USAID-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv, Ukraine. This Activity is designed for the period 2021 – 2027 to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities.
It is implemented through three main Objectives:
Objective1: Ukraine’s system of local self-governance is increasingly institutionalized and effective Objective 2: More self-reliant subnational governance

Purpose
Performance indicators Expert (KPI’s Expert) will work on the implementation of KPI’s budget programs in the fields of education and social protection of the population as part of the preparation and implementation of local budgets in 40 selected HOVERLA partner CTCs, contribute to the implementation of KPIs learning sessions, and provide capacity-building support and recommendations for further customization of the KPIs in Program Performance Budgets (PPB) tools in the fields of education and social protection for 40 selected HOVERLA partner CTCs.
Key Objectives of this assignment
(1) Implementing KPI’s in the budget process
(2) Conducting KPI Learning Practices
(3) Providing package of recommendations on developing and integrating KPIs in the budget documentations
Specific Tasks of this Assignment Include
The KPI’s Expert will be responsible for completing the following tasks during the period of this assignment:
- Review the methodology and practical tools for the formation of KPI’s in the field of education and in the field of social protection, outlined in the Instructions for filling out budget requests of 40 selected HOVERLA partner CTCs and make two detailed explanations. The first detailed explanation will concern the formation of KPI’s in passports in the field of preschool education, general secondary education and extracurricular education, the second detailed explanation will concern the formation of KPI’s in passports in the field social protection.
- Make a practical analysis of the use of KPI’s in budget documents (reports on the implementation of passports of budget programs for 2024 and budget program passports for 2025 of education and social protection) for 40 selected HOVERLA partner CTCs, provide expert opinions on the effectiveness of KPI’s tools.
- Prepare and conduct four Learning Practices for 40 selected HOVERLA partner CTCs for the institutionalization of KPI’s in the field of education and in the field of social protection.
- Provide summary expert recommendations on expanding and updating the list of KPI’s for the spheres of education and social protection in draft budget requests for the 2026-2028 budget years for 40 selected HOVERLA partner CTCs
- Draft an STTA report documenting all completed STTA tasks, achievements, challenges, findings, and recommendations.
The KPI’s Expert should provide HOVERLA a final report till September 30, 2025.

Qualifications
- Minimum of 10 years of relevant professional experience in managing local budgets.
- Must be well versed and competent in all aspects of PPB, as well as compliance with budgetary legislation.
- Strong skills in the development and use of budget programs. In-depth knowledge and considerable experience of using the methodology of forming KPI’
- Excellent communication skills and a talent for articulating and communicating complex concepts and ideas in simple, practical and action-oriented terms.
- Energetic, well-organized and independent individual with good technical skills, analytical and problem-solving skills and high ethical standards.
- Ability to effectively respond to urgent requests.
- Strong interpersonal, written and verbal communication skills.
- Good skills in working with open data (Open Budget, other budget portals).
- Good computer skills (MS Office).
