Job Title: Short Term Expert: Qualification development in vocational education and training
Expected Start Date of Assignment: Start of assignment during February-April 2022
End Date of Assignment: 31.03.2023
Working time: 80 – 160 days. The exact number of working days and work tasks will be defined in the contract, 8 hours a day, between 1.2.2021 – 31.3.2023
Fee: 180-220 € / working day, depending on the expertise of the candidate. The expert is expected to cover any necessary tax, pension and insurance costs (FOP).

Duty Station: Mostly working from home.

Citizenship: Ukrainian

Project: Finnish National Agency for Education (EDUFI) is looking for 3-5 Short Term Experts to work on Vocational Qualification Development for the EU4Skills: Better Skills for Modern Ukraine project.

EU4Skills supports the reform of Vocational Education and Training (VET) in Ukraine. The aim is to make training more responsive to the labour market needs and help young people and adults to live up to their potential. EU4Skills is a multi-donor action of the European Union (EU) and its member states Germany, Finland, Poland and Estonia. The EDUFI is responsible for the implementation of Finland’s contribution. Finland will contribute to the following four result areas of the project: development of qualifications, curriculum development, teacher training and school manager training.

Job Description: Short Term Experts are contracted by the EDUFI. The project is piloted in 7 focus regions: Zaprizhzhya, Vinnytsya, Lviv, Mykolaiv, Poltava, Rivne, and in Chernivitsi oblast, and therefore, some domestic travelling might be required.

  • Participating in the team of experts responsible of the development of 80 draft occupational standards
  • Identifying relevant employer representatives to the work groups responsible for drafting occupational standards.
  • Training and supervision of the members of occupational standard working groups
  • Supporting the members of working groups in preparing the draft occupational standards
  • Submitting the draft occupational standards to the National Agency for Qualifications
  • Close collaboration with the Directorate of Vocational Education of the Ministry of Education and Science of Ukraine and EDUFI
  • Organizing and coordinating validation of standards (public discussions etc.)
  • Working with other possible tasks upon request

Short Term Experts are expected to have:

  • Relevant experience in educational and methodological support to the educational and/or vocational education and training (VET) institutions
  • Proven experience and proven competence in development of draft occupational standards
  • Proven experience in pedagogical, scientific and analytical work in the field of education and/or vocational education and training (VET)
  • Experience in development of competence-based VET standards is an asset
  • Excellent cooperation, interaction and digital competences
  • Fluency in English is considered as an asset

Selection process and conditions of contract: He/she will be contracted on the EDUFI rules through an open tender procedure. Successful applicant will be an independent consultant and undertake full responsibility for the payment of all taxes and obligations deriving from the legislation in force, including for those related to medical and social insurance.
