The Financial Sector Reform Activity (FSR) in Ukraine is a five-year program funded by the United States Agency for International Development (USAID) and managed by DAI Global LLC (DAI). The purpose of the activity is to transform the country’s financial sector into a sophisticated, well-functioning, competitive market that is aligned with European Union (EU) standards and integrated into international financial systems. This transformation will mobilize private finance for sustained economic growth in Ukraine.
The FSR is looking for candidates to fill in the PRIVATE SECTOR INTERMEDIARIES AND FACILITATORS TEAM LEAD (Director) position.
PURPOSE OF THE ROLE:
The Private Sector Intermediaries and Facilitators Team Lead (Director) will manage the work of FSR’s Component 3 team. The team will engage with private financial sector actors to expand and offer new financial services and instruments to businesses and consumers aiming to increase the number and range of finance providers and services offered to individuals, SMEs, and start-ups. S/he will be responsible for interacting with bank and non-bank financial institutions, including leasing, insurance and factoring companies, investment funds, fintech companies and financial sector associations to achieve scale though inclusive industry initiatives, reviewing the work of associates, and participating in the development of project strategy.
OBJECTIVES AND DUTIES:
- Supervise the design and development of comprehensive programs to expand lending, financial leasing, and trade finance for MSMEs in Ukraine.
- Oversee proposals and development of other alternative financing instruments to conventional banking loans, e,g, trade factoring.
- Supervise the design and development of guarantee/insurance and other risk-sharing mechanisms to facilitate lending/investments to MSMEs .
- Contribute to FSR’s activities in non-performing loans (NPL) resolution of both bank and non-bank financial institutions.
- Support GOU policy makers, financial regulators, private market actors, and civil society organizations in their efforts to reform, streamline and modernize the financial sector.
- Lead FSR’s work Private Sector Intermediaries and Facilitators Team reviews, analysis, preparation of concept papers, road maps, implementation plans, MoUs, presentations, and other documents.
- Participate in the design and implementation of the FSR’s grant program.
- Support coordination and communication of relevant stakeholders of the financial sector, including participation in working groups, meetings and discussions; engage key industry stakeholders including regulators, other donors, civil society organizations, industry associations and the private sector.
- Engage with other U.S. agencies (US Treasury, DFC) and with other USAID projects, and international donors, such as IMF, WB, EBRD, EU Delegation, IFC, to enhance collaboration and leverage resources and technical assistance.
- Manage the Private Sector Intermediaries and Facilitators team, including tasks distribution and quality control.
- Support other components of the Project with technical expertise.
- Participate in senior staff meetings, debriefings for the management.
- Provide feedback, highlights and reporting to USAID.
- Perform other related duties as required.
QUALIFICATIONS:
- Must have an advanced degree in one of the following areas: finance, economics, management, finance/corporate law. Master’s degree or PhD preferred.
- Extensive knowledge of Ukrainian financial sector, minimum ten to fifteen years of work experience.
- Solid project management skills – minimum 5 years of managerial experience.
- Experience with development projects similar in scope and complexity to Ukraine FSR is an advantage.
- Proven experience building linkages among government, private sector (MSMEs), and public audiences or consumers.
- Experience in developing and implementing financial products for MSMEs, project management, and strategy.
- Knowledge or expertise in loan portfolio guarantees, insurance mechanisms or other risk-sharing mechanisms would be a strong advantage.
- Experience with research, writing analytical/assessment reports.
- Strong communication and presentation skills.
- Excellent oral and written English and Ukrainian skills.
