Background

The United Nations Development Programme (UNDP) works in about 170 countries and territories, helping to eradicate poverty, reduce inequalities and exclusion, and build resilience so that countries can sustain progress. As the United Nations’ development agency, UNDP plays a critical role in helping countries achieve the Sustainable Development Goals (SDGs).

In Ukraine, UNDP operates in five programmatic areas of support: government capacities for crisis response and management; sustaining provision of public services; emergency works facilitating return and reconstruction; incomes, livelihoods and the private sector response; and civil society and maintenance of the social fabric.

The war in Ukraine has resulted in significant loss of life; unprecedented displacement, internally and towards neighbouring countries; and devastating destruction of infrastructure. Currently, more than 50% of the energy infrastructure is damaged, causing a massive disruption of the energy supply nationwide, with millions of people experiencing power outages and challenges in heating. Eighteen years of socio-economic achievements in Ukraine are at risk. UNDP’s core engagement is to preserve development gains as fully as possible, and to return Ukraine to pathways towards achieving the SDGs as quickly as possible.

UNDP launched its Resilience Building and Recovery (RBR) framework for Ukraine on 11 April 2022 to immediately respond to the development and humanitarian challenges. The overall objective is to preserve development gains in Ukraine, mitigating risks of descent into a governance and service delivery crisis, embedding activities for recovery from the onset of the humanitarian effort, and facilitating a swift return to development pathways and processes for national attainment of the SDGs.

UNDP will provide technical assistance on expert support to ensure the highest quality level of procurement process, finance, engineering and anti-corruption monitoring of the Project implementation.

In this context, UNDP Ukraine invites applications from highly qualified and experienced professionals for the post of Procurement Analyst who will provide technical support on procurement and financial issues related to the Project.

Duties and Responsibilities

The incumbent is expected to perform the following tasks:

I. Provide general Project support:
• Ensure implementation of respective activities of the Project and delivery of results responding to the needs and experiences of women and men in accordance with the project document, work plans and other joint agreements between the EIB and UNDP;
• Contribute to preparation of annual, quarterly, and detailed implementation work plans, and other related documents for timely commencement and implementation of the component activities;
• Ensure technical support and guidance in establishing a project cycle profile with simple milestones for each phase of the Project;
• Elaborate on and implement cost saving and reduction strategies;
• Participate in relevant working group meetings and share information with partners;
• Undertake field site visits to monitor the implementation.

II. Coordinate and ensure effective procurement activities:
• Ensure full compliance of procurement activities with current Ukrainian legislation, UN/UNDP and EIB rules, regulations, policies and strategies;
• Facilitate the procurement processes related with implementation of the client funded under EIB loan facility to ensure that it is fair, competitive, transparent, ethical and provides best value for money;
• Ensure provision of capacity development to the relevant units and departments of client in the Project identification, preparation, implementation through working meetings, trainings, seminars, information-sharing events, etc.;
• Develop and management of the rosters of suppliers, elaboration of supplier selection and evaluation, quality and performance measurement mechanisms;
• Organize and ensure efficient collaboration with relevant counterparts and their consultants to:
– analyze of the cost indicators of construction materials (market research);
– review contracts and amendments, ensuring that any cost increases are justified and align with project objectives;
– analyze and confirm the justification for any associated cost increases;
• Maintain accurate and comprehensive documentation of all procurement processes;
• Prepare regular reports on procurement activities, highlighting compliance, challenges, and progress;
• Engage with key stakeholders to gather inputs and align procurement activities;
• Identify potential risks in procurement and financial processes, develop and implement strategies to mitigate these risks;
• Implement best practices and innovations to enhance efficiency and effectiveness;
• Synthesis of lessons learned and best practices in public procurement.

III. Provide financial operational support to the Project:
• Contribute to preparation of financial reports, including monthly disbursement reports and financial reports for donor; ensure the reports are prepared in accurate manner;
• Provide expert financial operational support to the Project in accordance with EIB and UNDP rules and regulations and relevant Standard Operating Procedures (SOPs);
• Contribute to monitoring of financial processes related with implementation of the Project by Client of EIB loan facility in accordance with EIB and UNDP rules and regulations;
• Provide support in elaboration of proper mechanisms to eliminate deficiencies financial management;
• Provide support in regular analysis and reporting on the delivery situation of the Project implemented under EIB loan facility.

IV. Facilitate knowledge and capacity building, knowledge sharing and advocacy relevant to the thematic area(s):
• Identify, synthesize and document best practices and lessons learned that are generated from the project and implementing partners;
• Participate in and ensure sound contributions to knowledge networks and communities of practice on project related issues. Support establishment of knowledge platforms for the project, facilitate innovative mechanisms for dissemination of knowledge from the project, and develop knowledge resources and products to share with project partners and to support UNDP’s engagement in these areas.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education:

  • Advance university degree (Master’s degree or equivalent) in Finance, Accounting, Auditing, Procurement, Logistics, Management, Economics, Law, Public Administration, Engineering or other related disciplines is required.
  • A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master’s degree.
  • CIPS level 3 is a requirement for this position. If certification is not available at the time of recruitment, it should be obtained within one year.

Experience:

  • Minimum 2 years (with master’s degree) or 4 years (with Bachelor’s Degree) of relevant experience at national or international level in procurement, supply chain management, finance management, finance, accounting, auditing or related field.

Required skills: 

  • Sufficient usage of computers and office software packages (MS Words, Excel, etc.) and knowledge of spreadsheet and database packages.
  • Familiarity with the relevant Ukrainian national laws and procedures on procurement and financial issues.

Desired skills in addition to the competencies covered in the Competencies section:

  • Experience in monitoring public procurement, and/or financial processes related to the implementation of civil engineering projects, and/or infrastructure, and/or urban development/renewal programmes shall be considered an asset.
  • Experience working with PROZORRO would be an advantage.
  • Prior experience with the UN Agency, International Organization or in projects financed by international donors in the field of procurement and finance is desirable. 
  • Experience working with local partners at the national and municipal level in the international development context would be an advantage.

Required Language(s):

  • Fluency in English is required. 
  • Fluency in Ukrainian is required for local staff.
