Вакансія: Procurement and Contracting Specialist

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking qualified professionals for Strengthened Urban Resilience in Ukraine (SUR)” project to fill the position of:

Procurement and Contracting Specialist (full-time, Kyiv)

(internal SAP code: Procurement and Contracting Specialist)

In view of the Russian war of aggression and the destruction of housing and supply infrastructure, Ukrainian municipalities are currently unable to ensure basic services for the population. In addition, cities are unable to implement sufficiently integrated urban planning and resilient reconstruction.

The project restores or recreates the basic municipal infrastructure. In addition to critical infrastructure, this includes social facilities for women and vulnerable groups, as well as private housing in selected Ukrainian cities.

Together with the twin cities, the project is developing resilient, integrated solutions to develop cities and a system for dealing with disaster risks. It also improves urban skills through training and the introduction of digital systems for the recording of war-related damage and cadastral systems. This enables integrated planning in cities.

Area of responsibility:

The Procurement and Contracting Specialist is responsible for:

  • Procurement of goods and services;
  • Preparation and implementation of tenders in accordance with the GIZ standards / P+R guidelines country specific regulations;
  • Market analysis, evaluation of results, contribution to the development and maintenance of the supplier pool;
  • Preparation and conclusion of contracts with suppliers, appraisers, experts, consulting firms, financing agreements including but not limited to local subsidy contracts, lease agreements etc.;
  • Regular information of the programs and projects about the status of the respective procurements in timely manner, especially in case of delays;
  • Effective cooperation with colleagues in Cluster, Country office, at headquarters (contract department, procurement specialists, etc.) when necessary.

Tasks:

  • Preparation of local material procurement, in particular market observation in general;
  • Preparation and implementation of tenders, including determining the award procedure, sending inquiries, evaluating bids and offers, placing orders in close cooperation with respective project advisors;
  • Conducting of negotiations with suppliers where needed according to GIZ rules and procedures;
  • Review of invoices and receipts, payment instructions and complaints;
  • Maintaining contact with suppliers on the place and time of delivery;
  • Electronic recording and maintenance of procurement and competition-relevant data in Prosoft;
  • Preparation, creation and processing of expert and consulting contracts;
  • Electronic recording of expert and consulting contracts as well as local grants and lease agreements in Cosoft;
  • The monitoring of the concluded contracts and maintenance of the associated databases with GIZ provided instruments;
  • Proper documentation and filing of contract processes, management of contract files in accordance with P+R specifications;
  • Participation in knowledge management formats inside and outside the Cluster;
  • Maintaining own knowledge and qualification with GIZ internal and external offers;
  • Performing other duties and tasks at the request of management.

Required qualifications, competences and experience:

  • BA or MA degree in a related area, e.g., business management with a focus on finance, controlling, purchasing or contract management or similar area, recognized certificate;
  • At least 3 years of professional experience in a comparable position;
  • Excellent knowledge in area of procurement (public procurement / commercial procurement / procurement in civil and/or international organizations);
  • Experience with tendering and contracts in construction area is an advantage;
  • Excellent MS Office knowledge;
  • Advanced knowledge in Excel is an advantage;
  • Good working skills in dealing with modern communication devices (telephone, e-mail, internet and the corresponding software);
  • Very good knowledge of English; knowledge of German is an advantage;
  • Good self-organization skills;
  • Willingness to upskill as required by the tasks to be performed.

Employment conditions

Full-time position with 40-hours working week. The place of assignment is Kyiv. The assignment starts as soon as possible. The contract duration is until the end of June 2025 with a possibility of prolongation until December 2026.
